Our facility also qualifies as a high-need area for provider CA State and Federal Loan Repayment Programs.   Job Description Reports To: Social Services Manager FLSA Status: Non-Exempt Classification: Regular, Full-time Schedule: Monday - Friday, 1.0 FTE Location: Onsite, position may be assigned to work at both IHC locations   SUMMARY: The Tribal Family Services Court Advocate (TFS Court Advocate) advocates in state court systems protecting the federal ICWA law for a consortium of Tribes in San Diego County. The TFS Court Advocate will assist families by establishing strength-based services to meet reunification plans and family needs.   ESSENTIAL DUTIES AND RESPONSIBILITIES: The information in this job description indicates the general nature and level of work performed. It is not designed to be interpreted as a comprehensive inventory of all duties and responsibilities required of employees assigned to this job position. Duties and responsibilities may change (be assigned or removed) at any time with or without notice.   1. Advocate for Tribal rights under ICWA working closely with Tribes and Child Welfare Services Indian Specialty Unit (ISU) to reunify the family by participating in state court hearings, representing the tribal position on ICWA matters. This may include providing Indian expert witness testimony. 2. Work proactively with clients who may have multiple problems, conditions, and work with them to navigate the complexities of the Tribal and State systems to reunify with their children. 3. Develop case management plans for families in crisis and provides linkages to all services with follow up within 30 days encouraging clients to use agency's services such as counseling, parenting, domestic violence, substance abuse, and/or provides referrals to other community resources. 4. Conduct supervised visits and transportation for families in reunification. 5. Conduct community presentations on program activities and services available and participates in the monthly Child Protection Team (CPT) meetings and weekly case consultation. 6. Able to analyze situations and conditions to identify problems, trends and demands for additional services and referrals for families, foster families, children in care or juvenile hall. 7. Receive direction, case supervision and consultation by meeting with tribal family services director, manager and ISU on case consultation. Participates in case file audits and peer reviews. 8. Willingness to cross train in other aspects of Tribal Family Services. 9. Provide statistical information as required by policy and procedures. 10. Compliant with all program and grant reporting. 11. Position may be re-assigned during activation of EOP.   SUPERVISORY RESPONSIBILITIES This position has no supervisory responsibilities.   TRAVEL & DRIVING REQUIREMENTS · Travel may be required for this position. · Driving is required for this position.   EDUCATION AND/OR EXPERIENCE · Bachelor’s degree in social work or related field. · Prefer 2-3 years’ relevant experience and the willingness to be trained.   REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES · Knowledge of ICWA regulations, County CPS agency. · Knowledge of HIPAA and Child Protection laws. · Skilled in interviewing, community presentations, facilitating meetings. · Skilled in obtaining information and cooperation from individuals or groups. · Ability to establish and maintain effective working relationships with patients, staff and the public. · Ability to interpret and communicate social work agency rules, regulations, and procedures. · Ability to write reports, correctly reflect on treatment and document patient progress. · Must be proficient in the following: · Productivity Software: Microsoft Office 365; Word, Excel, PowerPoint, Email & Calendar Management (outlook), Teams (video conferencing and meetings), and Share Point. · Electronic health records software EPIC MyChart. · Utilization of Paycom, Relias Learning, and PolicyTech systems.   CERTIFICATES, LICENSES, MEMBERSHIPS AND REGULATIONS · A valid California driver’s license and a good driving record will be required at the time of appointment and must be maintained throughout employment. · Current AED CPR certification or attainment within 6 months of hire. · Applicants must successfully pass a pre-employment physical exam, tuberculin skin test or x-ray and urine drug screen test. · Health must be adequate to perform all duties of the position. · Must pass criminal background check.   WORK ENVIRONMENT The work environment characteristics described are representative of those an employee encounters while performing the essential functions of this job. · Indoor office environment.   PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job position.
