Engineering Operations Technician – Construction Support

Why This Role Matters

Federal highway projects on national parks, forests, and other public lands don't run on their own, they run on accurate schedules, clean records, and payments that go out correctly and on time. As an Engineering Operations Technician, you'll be the person keeping that machinery in motion, making sure the paperwork, data, and reporting behind real construction projects hold up to federal standards.

About the Work

You'll support the Federal Highway Administration's Western Federal Lands Highway Division (WFLHD) in Vancouver, WA. WFLHD administers the Federal Lands Highway program across a six-state region, and its construction projects sit on land managed by partner agencies like the National Park Service and U.S. Forest Service, not on WFLHD's own property. That means the work touches roads that connect the public to national parks and forests, and the accuracy of contract, schedule, and payment records has a direct effect on whether those projects stay on track.

What You'll Do

  • Manage and maintain construction data, records, and electronic files across systems like Microsoft Access, Excel, OneNote, and Oracle, and run reports as needed.
  • Review contractor payment estimates and supporting documentation for accuracy and help resolve payment discrepancies using standard construction accounting practices.
  • Assemble and process contract modification and task order packages, including procurement forms and related documentation.
  • Draft and revise contract correspondence and reports, including documents prepared for government signature.
  • Support engineering training logistics: track schedules, attendance, and materials, and help prepare presentations and course materials.
  • Maintain and update sections of the WFLHD Construction Manual and related standard operating procedures based on current practices.
  • Track branch equipment, including field equipment, lab trailers, government vehicles, and storage assets.
  • Assist with project closeout, including reviewing project data for accuracy and preparing closeout summary reports.

What You'll Need (Required)

  • Associate's degree in Civil Engineering Technology or a related field (or equivalent course credit toward one).
  • At least 3 years of progressive experience in construction project administration with a general contractor, or a civil engineering, architectural, or construction project management firm.
  • At least 1 year of that experience supporting local, state, or federal construction projects.
  • Working knowledge of civil engineering and project management concepts, industry terminology, and construction scheduling.
  • Experience with database and document management tools, including complex spreadsheets and financial/database systems.
  • Experience extracting reports and inputting data in a project scheduling or project management information system.
  • Experience monitoring project budgets and reconciling costs with project managers.
  • Experience preparing or reviewing engineering-related invoicing and billing.
