SCOPE OF RESPONSIBILITY:

The Human Resource Assistant is responsible for assisting with the administration of the day-to-day operations of the human resources functions and duties. The HR Assistant contributes to the accomplishment of Human Resources practices and objectives. The HR Assistant helps with the implementation of services, policies, and programs; reports to the HR Director, and assists agency managers with HR issues.

WORKING RELATIONSHIP:

The Human Resource Assistant reports directly to the Human Resource Director. Develops and maintains a positive working relationship with the following:

            1.         Administrators

            2.         Assistant Administrators

            3.         Educational Instructors

            4.         Direct Support Service Staff

            5.         Main Office Administrative Staff

            6.         Regulatory Agencies

QUALIFICATIONS:

1.         Associates or Bachelors Degree is preferred.  High School education is required.

2.         One year experience working in Human Resources, including computers, filing and maintaining filing systems, organizing and human resources practices is preferred.

3.         Strong interpersonal and communication skills.

4.         Strong organizational skills.

5.         Maturity, good judgment, ability to handle complex organizational relationships, community and regulatory relationships, and confidential matters.

6.         Ability to follow and implement Agency Policy and Procedure.

7.         Proficient on computer (i.e. Microsoft Windows, Word, Excel, Power Point, etc.)

 DUTIES:

  • Assists with the day-to-day efficient operation and development of the HR department.
  • Assist the HR Director in recruiting, interviewing and hiring.
  • Assists with employee relations and recordkeeping.
  • Assists in development and improvement of tracking systems.
  • Involved in company-wide committee facilitation and participation.
  • Assists in development, coordination, preparation of employee safety and safety program and participation with the Safety Committee.
  • Maintains personnel files and recordkeeping for all employees.
  • Assists the HR Director with management of employee benefit program including assisting during open enrollment.
  • Communicates with insurance carriers as necessary.
  • Assists the HR Director in Workers’ Compensation and Unemployment including communicating with the state and carriers as necessary.
  • Assists the HR Director in developing, overseeing and conducting (as appropriate) training and orientation programs with Program Director and professional staff.
  • Assists the HR Director in grievances and arbitration proceedings.
  • Assists the HR Director in overseeing compliance with union contract.
  • Assists the HR Director in overseeing staff evaluation process for all employees.
  • Assists the HR Director in assuring compliance with all state and federal regulations and reporting requirements regarding staffing.
  • Assists the HR Director in overseeing development of personnel policies and compliance with the same.
  • Carries out all other responsibilities as required or assigned.
