JOB SUMMARY: The Senior Director of Community Services provides executive leadership, strategic direction, and operational oversight for BMAC's human services portfolio, including our homeless services teams (Health & Homes and Supportive Services for Veteran Families (SSVF)), Community Education, and Pro Bono Legal Services. This position is responsible for ensuring service excellence, contract compliance, data tracking and outcome measurements, fiscal accountability, program integration, and achievement of agency-wide outcomes across a diverse portfolio of community-based programs. The role serves as a key member of the CEO's executive leadership team and provides supervision, coaching, and support to program directors while fostering collaboration across departments.
The position ensures programs remain aligned with BMAC's mission, strategic priorities, and funding requirements. The position oversees multiple federal, state, local, and private funding streams and promotes innovative approaches to addressing poverty, housing instability, health disparities, educational barriers, and access to justice. The Senior Director of Community Services works collaboratively with internal and external stakeholders to maximize community impact and advance systems-level solutions for low-income residents.
OVERVIEW OF RESPONSIBILITIES: Includes, but is not limited to:
Strategic Leadership
- Provide strategic leadership and direction for BMAC's community services division.
- Develop and implement division-wide goals, performance measures, and strategic initiatives aligned with agency priorities.
- Ensure consistent implementation of trauma-informed, culturally responsive, and client-centered service models across programs.
- Lead efforts to identify emerging community needs and recommend new programs, partnerships, and service models.
- Promote innovation while ensuring services remain responsive to community and funder expectations.
- Advance agency strategic planning initiatives to create unified, participant-centered programs.
- Support agency-wide resilience and risk management efforts, including safety planning, staff development and learning across teams, succession planning, and new grant initiatives.
Program Oversight and Compliance Management
- Ensure programs achieve contractual, regulatory, and organizational performance goals.
- Monitor key performance indicators, client outcomes, compliance metrics, and service delivery quality.
- Review program reports, audits, monitoring results, corrective action plans, and outcome evaluations.
- Ensure consistent operational standards across all supervised departments.
- Coordinate cross-program initiatives that improve client access, referrals, and service integration.
- Ensure all supervised programs operate in compliance with applicable federal, state, local, grantor, accreditation, and agency requirements.
- Oversee consistent data collection and use of data to demonstrate program outcomes and evaluate program effectiveness.
- Oversee preparation for monitoring visits, audits, and program reviews.
- Manage grant monitoring requirements, including timely resolution of compliance concerns and mitigation of any corrective actions.
- Promote risk management practices and continuous quality improvement throughout the division.
Supervision & Performance Management
- Directly supervise program directors and provide coaching, mentorship, performance feedback, and professional development.
- Regularly conduct or oversee performance evaluations and initiate and implement disciplinary actions as warranted.
- Assist directors and managers in resolving complex operational, staffing, client, or compliance issues.
Financial Stewardship
- Provide executive oversight of program budgets and fiscal performance across the division.
- Collaborate with the CFO and program directors to develop annual budgets and monitor expenditures.
- Ensure effective stewardship of federal, state, local, and private funds.
- Identify opportunities to strengthen program sustainability through diversification of funding sources.
- Participate in grant development, grant writing, proposal review, contract negotiations, and funding strategy discussions.
- Monitor resource allocation to maximize organizational impact and effectiveness.
BMAC Management Team responsibilities
- Serve as a member of the CEO’s Executive Leadership Team providing advice and counsel to the CEO and other department directors about overall BMAC operations.
- Contribute to efforts to monitor and maintain high morale and a positive organizational culture and employee engagement at BMAC across departments.
- Serve as an ambassador for BMAC and representative of the management team with BMAC colleagues and external partners.
- Present to the BMAC board, community stakeholders, staff, or others as assigned.
- Serve as a mentor to new directors.
- Serve as acting CEO when designated.
Performs other related duties as assigned
QUALIFICATIONS:
Education & Experience
Relevant experience and/or education may be substituted for either education or work history.
- Master's degree in Public Administration, Social Work, Public Health, Human Services, Organizational Leadership, Nonprofit Management, or related field
- Five years of progressively responsible experience in program management, human services, community health, or related nonprofit fields.
- Minimum of three years of supervisory experience, managing professional-level staff and/or managers.
- Experience administering complex grants and contracts with demonstrated oversight of compliance, budgets, and program outcomes.
- Strongly preferred:
- Experience supervising multiple programs or departments.
- Experience working with community action agencies.
- Experience with federal grants or similar funding sources.
- Experience with strategic planning, change management, and systems development.
- Bilingual English/Spanish.

- Ability to analyze complex organizational issues and develop practical solutions.
- Strong strategic planning and project management skills.
- Ability to build collaborative partnerships and effectively represent the organization externally.
- Proficiency with computers, case management software, Microsoft Office (Outlook, Teams, SharePoint, Excel), and data tracking systems. Knowledge of HMIS strongly preferred.
- Exceptional written, verbal, and presentation skills.
- Strong conflict resolution, change management, and decision-making abilities.
- Commitment to culturally responsive service delivery, client-centered programming, and removing barriers to access.
- Ability to manage multiple priorities and adapt to changing circumstances.
- Ability to establish and maintain effective working relationships with staff, leadership, funders, partners, and community stakeholders.
Certifications
- Valid state driver’s license and satisfactory driving record.
- Proof of valid insurance and personal vehicle (mileage reimbursed).
WORK ENVIRONMENT: Work is generally performed in an office environment. Involves frequent local and regional travel for meetings. Some domestic travel, typically by auto or air, may be required to attend meetings and seminars. Scheduling flexibility is required to accommodate evenings, weekends and unanticipated needs, as well as remote and office work.
