Job Summary
Responsible for the implementation of Human Resource programs by providing human resources services, including talent acquisition, staffing, employment processing, onboarding, performance evaluation administration, health and welfare benefits, training and development, records management, safety and health, AA/EEO compliance, state licensing compliance, policy and procedures, and completing personnel transactions.Â
Essential Functions
- Conducts recruitment effort for all exempt and nonexempt personnel, and temporary employees and students; conducts new-employee orientations; monitors career pathing program, writes and places advertisements; manages applicant tracking system.
- Act as liaison with recruiting sources and agencies, liaison with temporary agencies, recording and tracking status of authorized positions
- Completes employment verifications, background checks and clearances, reference checks, and unemployment reporting.
- Performs benefits administration including communicating benefits information to employees, updating knowledge of and keeping in compliance with healthcare reform and monthly invoice reconciliation.
- Responsible for employee relations counseling, unemployment, and exit interviewing.
- Administration of performance reviews and salary administration as per agency policy.
- Administers various human resources plans and procedures for company personnel; (i.e. CPR/First Aid recertification, TB/Physical compliance, Driver’s License expirations) assists in development and implementation of personnel policies and procedures; maintains employee handbook and personnel policies.
- Maintains Human Resource Information System records and compiles reports from database. Maintains employee files for Federal, State and Licensing requirements.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
- Develops human resources solutions by collecting and analyzing information; recommending courses of action.
- Completes special projects by clarifying project objective; setting timetables and schedules; conducting research; developing and organizing information; fulfilling transactions.
- Manages client expectations by communicating project status and issues; resolving concerns; analyzing time and cost issues; preparing reports.
- Prepares reports by collecting, analyzing, and summarizing data and trends.
- Protects Human Resources and Agency’s value by keeping information confidential.
- Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
- Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
- Participate in administrative staff meetings, committees and attends other meetings and seminars.
- Exemplify the desired culture and philosophies of the organization
- Responds appropriately to emergency situations.Â
- Performs other duties or special projects as required or as assigned.

Requirements
Required Education: High School Degree or GED equivalent
Preferred Education: Bachelor's Degree
Field of study: Human Resources or related field
Work Experience: 2 to 3 years
Certifications, Licenses, Registrations Required: Valid Driver’s License, PHR/SPHR is preferred
Knowledge, Skills and Abilities
- Knowledge of HRIS administration is required.
- Knowledge of Microsoft Office products.
- Strong collaborating skills, and an ability to work effectively both independently and as part of a team.
- Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated and proactive.
- Excellent communication, follow up and interpersonal skills.
- Ability to multitask and be flexible with regard to workload and assignments.
