TheĀ CategoryĀ Manager, Capital Procurement manages largeĀ andĀ complexĀ categoryĀ andĀ sourcingĀ projectsĀ inĀ variousĀ capital projects.Ā This positionĀ willĀ useĀ category management andĀ strategic sourcing methodology toĀ bring best valueĀ toĀ DC WaterĀ by conducting market research, vendor development, developing category and sourcing strategy, creating customized RFx documents, negotiating business deals andĀ contracts, andĀ managing business relationships withĀ key suppliers andĀ end-userĀ departments.Ā The Category Manager, Capital Procurement, mayĀ alsoĀ provideĀ guidance andĀ directionĀ toĀ lower-levelĀ category andĀ sourcingĀ specialists.

Essential Duties & Responsibilities: |
Ā
Develops and implements category and sourcing strategies and goals for the assigned categories to achieve department and business goals.
Manages the full range of sourcing and contracting activities for the assigned categories or as requested by management.
Develops complex RFx and other solicitation documents and independentlyĀ manages and leads the entire sourcing and contracting process including vendor search, proposal evaluation, deal and contract negotiation and award.
AdvisesĀ customersĀ on categoryĀ andĀ sourcingĀ procedures,Ā policies,Ā businessĀ practices, and contractĀ interpretation.
WorksĀ withĀ customersĀ toĀ selectĀ theĀ appropriateĀ contractĀ typeĀ forĀ aĀ specifiedĀ effort.
ParticipatesĀ inĀ theĀ evaluationĀ andĀ formulationĀ ofĀ theĀ ProcurementĀ policiesĀ andĀ procedures.
ProvidesĀ adviceĀ andĀ informalĀ on-the-jobĀ trainingĀ andĀ coachingĀ toĀ lessĀ experiencedĀ categoryĀ andĀ sourcingĀ specialists.
RepresentsĀ theĀ AuthorityĀ inĀ solvingĀ problemsĀ andĀ explainingĀ acquisitionĀ requirements.
Ā HoldsĀ discussionsĀ withĀ customers,Ā GeneralĀ Counsel,Ā VPĀ andĀ DirectorĀ of Procurement, Manager, Capital ProcurementĀ andĀ otherĀ executiveĀ andĀ senior management concerning procurement strategy, vendor management, contract pricing, andĀ other contractual matters.
Ā Chairs or oversees the pre-bid and pre-proposal conferences.Ā Provides direction and guidance regarding pre-bid and pre-proposal inquiries.
DemonstratesĀ abilityĀ toĀ manageĀ multipleĀ simultaneousĀ complexĀ sourcingĀ projectsĀ andĀ achievingĀ consistentĀ savings.
