Acquisition SME                                                                                                              
Constellation is seeking an AcquisitionSME to provide high-level strategic and programmatic acquisition support throughout the federal acquisition lifecycle. This role ensures major programs remain compliant, on schedule, and aligned with strategic objectives. This role acts as a primary catalyst for program success by authoring critical regulatory artifacts, defining robust performance metrics, and harmonizing technical capabilities with operational mission objectives. Serving as a pivotal interface between technical stakeholders and executive leadership, the SME ensures full compliance with federal procurement regulations while leading mission-critical initiatives through major acquisition milestone reviews to secure formal program approvals.


Key Responsibilities
  • Document Architecture: Draft, refine, and maintain core lifecycle artifacts, including Acquisition Plans (AP) and Acquisition Program Baselines (APB), ensuring alignment with federal procurement regulations.
  • Operational Alignment: Collaborate with technical and operational stakeholders to develop comprehensive Concepts of Operations (CONOPS) that translate mission needs into functional capabilities.
  • Requirements Definition: Author and review Capability/Operational Requirements Documents (CORD/ORD) to establish clear performance metrics, thresholds, and objectives.                                                                                                    
  • Milestone Readiness: Lead the preparation, assembly, and quality assurance of Acquisition Decision Event (ADE) artifacts to secure formal approval at critical program gateways.
  • Schedule Tracking: Build, monitor, and update detailed Plans of Action and Milestones (POA&Ms) to track programmatic dependencies and recovery paths for slipping schedules.
  • CAE Reporting: Compile, verify, and format high-visibility deliverables for the Component Acquisition Executive (CAE), ensuring absolute accuracy in data and narrative.
  • Performance Monitoring: Analyze program metrics against established baselines to identify variances in cost, schedule, or technical performance.
  • Risk Management: Facilitate risk identification sessions, maintain the program risk register, and develop actionable risk mitigation strategies.
  • Policy Compliance: Monitor updates to federal acquisition directives and ensure program documentation adapts dynamically to changing mandates.
The ideal candidate must have the following experience, background, and credentials:
  • 10+ years of acquisition program management and master scheduling for large government programs in support of large IT/complex government programs.
  • Master’s degree in business, finance, accounting, economics, or related field is preferred.
  • Excellent communication, business development and stakeholder management skills.
  • Ability to work collaboratively in a cross functional environment.   
  • Be a U.S. citizen able to pass a background investigation by the client agency. DHS clearance with CBP, or DoD Top-Secret preferred.
