Oxford Government Consulting seeks a CPIC Analyst specializing in Technology Business Management (TBM) to support Federal CIO organizations implementing IT cost transparency and portfolio analytics using the Apptio platform.

Key Responsibilities:

  • Support CPIC Select, Control, Evaluate, investment management activities.
  • Support Technology Business Management (TBM) implementations using Apptio.
  • Assist with IT cost transparency initiatives and cost allocation models.
  • Map financial and operational data to the TBM taxonomy.
  • Support Apptio data ingestion and cost modeling.
  • Provide IT investment portfolio analysis, reporting, and Investment Review Board support.
  • Support CPIC Select, Control, and Evaluate lifecycle processes.
  • Support OMB Exhibit 53 and Exhibit 300 development and reporting (IT portfolio summary and business cases for major IT investments).

Minimum Qualifications:

  • U.S. Citizenship
  • Bachelor’s degree in Information Systems, Business, Finance, Public Administration, Computer Science, or related field
  • 3–5 years of experience supporting Federal IT portfolio management, IT financial management, or CIO governance
  • Experience with Apptio, TBM framework, IT financial modeling, cost transparency initiatives
  • Experience with federal IT financial management tools
  • Excellent written and verbal communication skills
  • Preferred experience supporting the following Federal agencies: VA, DOT, Treasury
  • Preferred certifications: TBM Executive Foundation, Project Management Professional (PMP), Certified Government Financial Manager (CGFM)
