About the Position

LIVE is seeking an experienced Classification Specialist to support our U.S. Coast Guard (USCG) HR Staffing Support Services task order for the Office of Civilian Human Resources (PSC-CPM), based at USCG Headquarters in Washington, DC. The Classification Specialist performs a full range of technical and administrative human resources management services relating to position classification – including position description (PD) writing and editing, job evaluations, and preparation of evaluation statements – in accordance with OPM Classification Standards and the Factor Evaluation System (FES). This is a non-supervisory (non-Key) role. Telework may be approved for certain tasks subject to COR approval.
Responsibilities
• Tentatively classify PDs and associated evaluation statements in accordance with OPM Classification Standards, including but not limited to the General Schedule Supervisory, Team Leader, Wage Supervisor, and Wage Leader guides.
• Compare PDs to other like PDs and classification standards to ensure consistency in establishing compensation levels across a variety of employment programs.
• Prepare evaluation statements for positions with precedent-setting classification decisions that become the accepted guideline and standard for specialists within the Civilian Human Resources Office.
• Assist the Coast Guard in conducting job evaluations in accordance with OPM's Factor Evaluation System (FES) and DHS and CG policies, directives, and procedures; upload all documents, data, and/or text into the CG position classification system.
• Prepare advisory evaluation statements for positions with precedent-setting classification decisions for review and future use within the HR Directorate.
• Submit modified draft and new PDs electronically to Subject Matter Experts (SMEs), the Command Staff Advisor, and organizational modification effort managers for comment and approval.
• Edit existing PDs and insert new language; prepare workforce profiles.
Requirements
• Minimum of six (6) years of experience performing classification support services.
• Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
• Ability to communicate effectively, both orally and in writing.
• Ability to interpret Government policy, regulations, and directives and to apply those interpretations fully and legally.
• Ability to read, write, speak, and understand English fluently.
• Ability to obtain a Common Access Card (CAC) via the Mission Partner Identity, Credential and Access Management (MP ICAM) process and National Background Investigation Services (NBIS), and to safeguard unclassified but security-sensitive and Privacy Act–protected information.
Preferred Qualifications
• Prior classification experience within DHS, the U.S. Coast Guard, or another federal agency.
• Familiarity with DHS/USCG HR policies and procedures and the Coast Guard position classification system.
• Experience preparing precedent-setting evaluation statements and workforce profiles.
