Avid Core is seeking an International Affairs Program Analyst to support U.S. Customs and Border Protection's Office of International Affairs (INA). This role will manage and support a diverse portfolio of international programs and organizational initiatives while coordinating across multiple stakeholders and developing high-quality products for senior leadership.

Overall Responsibilities:
- Manage and support international programs, initiatives, and projects from planning through execution, monitoring, and evaluation.
- Coordinate program activities across U.S. Customs and Border Protection (CBP) offices, Department of Homeland Security components, U.S. Government interagency partners, and other stakeholders as required.
- Support the development, implementation, and assessment of international strategies, policies, programs, and organizational initiatives.
- Track program objectives, milestones, deliverables, risks, action items, and performance measures and provide regular updates to leadership.
- Conduct qualitative and quantitative analysis to evaluate program effectiveness, identify gaps or emerging requirements, and recommend improvements.
- Support governance processes by preparing agendas, decision materials, briefing packages, read-aheads, meeting summaries, action trackers, and executive correspondence.
- Coordinate and facilitate working groups, governance bodies, program reviews, and other internal or interagency forums.
- Research and analyze international, policy, operational, and organizational issues affecting CBP and Office of International Affairs programs.
- Develop concise written products, including executive briefings, decision memoranda, talking points, presentations, reports, background papers, and program documentation.
- Support responses to leadership inquiries, data calls, information requests, audits, reviews, and other time-sensitive requirements.
- Build and maintain productive working relationships with program managers, senior leaders, subject-matter experts, and internal and external stakeholders.
- Identify opportunities to improve program processes, governance structures, information sharing, coordination, and organizational effectiveness.
- Support planning for senior-level engagements, international meetings, conferences, delegations, and other mission activities as needed.
- Maintain awareness of changing CBP, DHS, and broader U.S. Government international priorities and assess potential impacts on assigned programs.
- Provide surge support for emerging requirements and assume new responsibilities as mission needs and leadership priorities evolve.
- Perform other duties as assigned.

Qualifications/Skills:
- Demonstrated experience managing or supporting complex programs, projects, or initiatives in international affairs, national security, homeland security, law enforcement, foreign affairs, or related environment.
- Experience coordinating activities involving multiple organizations, stakeholders, or functional areas.
- Strong analytical and problem-solving skills, with the ability to assess complex or ambiguous issues and develop practical recommendations.
- Excellent written and verbal communication skills, including experience preparing materials for senior or executive-level audiences.
- Strong organizational and program management skills with demonstrated ability to manage multiple priorities, deadlines, and competing requirements.
- Ability to work independently, exercise sound judgment, and take ownership of assignments with limited supervision.
- Demonstrated flexibility and willingness to shift responsibilities in response to changing mission requirements and leadership priorities.
- Ability to work effectively in a fast-paced federal government or mission-oriented environment.
- Previous experience supporting CBP, DHS, the Department of State, USAID, the Department of Defense, or another U.S. Government organization with an international mission is preferred.
- Experience supporting the CBP Office of International Affairs or comparable international programs is preferred.
- Knowledge of international border security, customs, immigration, trade, law enforcement, capacity building, or international cooperation programs is preferred.
- Experience with governance processes, strategic planning, policy development, executive secretariat functions, or senior-level decision support is preferred.
- Experience managing international assistance, capacity-building, foreign engagement, or overseas programs is preferred.
- Familiarity with federal program management, performance measurement, budget and resource planning, and organizational processes is preferred.
- Experience working with U.S. embassies, foreign government counterparts, international organizations, or interagency partners is preferred.
- Project Management Professional (PMP) certification or another relevant program or project management certification is preferred.
- A Top Secret clearance or current CBP clearance or suitability is strongly preferred. Candidates must be able to obtain and maintain the clearance and suitability required by the customer.

Education:
Bachelor's degree in international affairs, international relations, political science, public policy, public administration, national security, business, or a related field; an equivalent combination of education and relevant professional experience may be considered.

The position is based in Washington, D.C., and the National Capital Region. Candidates may be expected to work in person, with any opportunities for remote work based on client needs.
