Connsci is seeking an IT Project Manager to support one of our federal programs. This individual will utilize industry standards, frameworks, and methodologies to provide cradle-to-the-grave project management support for developing and implementing IT solutions to support the agency's mission. In this role you can expect to:
- Manage assigned IT projects to ensure adherence to the project's budget, schedule, and scope.
- Develop, maintain, and revise project documents for assigned projects, including project objectives, technologies, systems, information specifications, timelines, funding, and staffing.
- Conduct monthly Program Management Review (PMR) with the government POCs. Work with Gov POCs to determine PMR content.
- Implement IT strategies that deliver projects that support the agency's goals and objectives.
- Serve as liaison between the Information Technology Division (ITD) and external customers on technical aspects of assigned IT and IT support projects.
- Establish and implement project communication plans, providing status during all project phases.
- Collect, analyze, and summarize information and trends to prepare project status reports. Facilitate requirements gathering sessions to ensure technical and functional requirements are clearly defined, documented, and understood.
- Perform analysis on emerging application enhancements as a benefit to the business models.
- Conduct stakeholder interviews, workshops, and surveys to gather and document detailed business requirements.
- Collaborate with stakeholders to prioritize requirements based on business needs and constraints.
- Develop test plans and test cases to ensure that the developed solutions meet business requirements.
- Analyze current business processes to identify areas of improvement or opportunities for automation.
- Provide input and best practice recommendations to current and future policies and procedures as needed or requested.
- Conduct internal technical reviews to improve performance, support, and technical enhancements.
- Assist with management and oversight of assigned IT programs.
- Create interpersonal communications, questionnaires, and presentation techniques to collect qualitative information from customers, peers, and management.
- Develop, update, and modify SOW & PWS (statements of work/performance work specifications) for contracts involving IT & communications systems, services, and service support.
- Research and evaluate new and emerging IT technology and present senior leaders with strengths, opportunities, weaknesses, and threats in decision-making.
- Recommend adjustments/modifications to current and future IT project priorities to meet changing business needs, program plans, goals, and objectives. Develop project plans to meet those needs by identifying core problem areas and providing possible solutions and alternatives.
- Assist in developing and sustaining the IT Project Management SharePoint Portal, the IT Strategic Project Roadmap, and the long-range project planning calendar.

Required Qualifications:
- Bachelor's degree in information technology, computer science, information systems, or a related field. Relevant experience may be considered in place of a degree.
- At least 5 years of experience directly leading IT projects.
- At least 3 years of experience with: Agile/Scrum Project Management Methodology, Requirements Gathering, Stakeholder Engagement, and Strategic Planning.
- At least 2 years of experience with Azure DevOps
- Current Secret, Top Secret, DOE Q, or Public Trust High Risk Tier 4 clearance

- Project Management Professional (PMP) Certification, Agile PMP Certification, or equivalent level certification.
- Experience serving as a Business Analyst (BA)
- Business Process Modeling/Reengineering.
- Process/Workflow Development and Process improvements.

Location: This role requires onsite presence during an initial ramp up period (usually 60 days) and then allows for primarily remote work. However, occasional onsite attendance may still be required for meetings, coordination activities, and other Government-directed work. The office location is in Washington, DC and is Metro and rail accessible.
