Position Description

The USAID Office of the General Counsel (OGC) serves as the Agency's Chief Legal Office, providing advice on legislative, administrative, and program matters. OGC represents USAID in legal matters, including administrative and litigation, congressional investigations, and interagency legal coordination.

 

Scope of Work

The position requires deep expertise in statutory and regulatory interpretation, federal labor and administrative law, and policy development. The Senior Lawyer supports the Office of the General Counsel in providing authoritative legal opinions on complex or sensitive matters and in offering strategic guidance on legal risk management and compliance. This role includes the preparation of high-level legal memoranda, legislative or regulatory proposals, and agency legal determinations. It demands a strong command of government legal processes and the ability to provide advice regarding novel or precedent-setting issues.

 

Location: Washington D.C.Work Schedule: Full-time, Hybrid preferred; remote eligible Starting Salary Range: $155,700 - $199,675.91 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.

Clearance: Ability to obtain a Public Trust clearance

Core Working Hours: 1000-1500 EST

Responsibilities

Duties and Responsibilities

  • Provides advanced level support and assistance to attorneys handling administrative and federal litigation throughout the life of a case;
  • Reviews case materials to become familiar with questions under consideration;
  • Searches for and summarizes relevant articles in trade magazines, law reviews, published studies, financial reports, and similar materials for use of attorneys in the preparation of opinions, briefs, and other legal documents;
  • Prepares summary interview reports for the attorney's review;
  • Reviews legal documents to extract selected data and information relating to specific case;
  • Searches and extracts legal references in libraries and computerized data banks;
  • Reviews case materials to become familiar with questions under consideration;
  • Verifies citations and legal references on prepared legal documents;
  • Drafts and edits non-legal memoranda, research reports, and correspondence relating to case;

  • Performs other duties as assigned.

Qualifications

Required Qualifications

  • Advanced level of proficiency in the use of Google Applications and Microsoft Office Suite (Word, Excel, Power Point);
  • Ability to work in a fast-paced environment with competing and shifting priorities;
  • Ability to efficiently multitask and prioritize workload accordingly;
  • Ability to establish and maintain effective working relationships and interact with people at all management and support levels; Collaborate with team members to achieve shared goals;
  • Ability to conduct investigations into general employee misconduct, including violations of federal government regulations and policies.
  • Conduct research and analyze information to support decision-making;
  • Prioritize work effectively to meet deadlines in a fast-paced environment;
  • Communicate clearly and professionally in both written and verbal formats.
  • Ability to handle, defend, and monitor responses to employee grievances, including drafting and timely submitting all responses.
  • Eligible for a public trust clearance.

Education

Juris Doctor (J.D.), is admitted to the bar in good standing, and has a minimum of nine years of substantive legal experience in federal practice areas.
