Job Description

Position Summary 

The Lead Enterprise Architect / FEAF-Certified Architect will lead FCC enterprise architecture strategy, governance, maturity assessment, architecture modeling, and alignment of IT investments to FCC mission and business objectives. This role will guide as-is and to-be architecture development, gap analysis, enterprise process alignment, architecture standards, and executive advisory support across FCC business, data, application, infrastructure, performance, and technology domains. 

Key Responsibilities 

  • Lead FCC enterprise architecture strategy, planning, governance, compliance, and maturity improvement using FEAF and recognized federal architecture standards. 
  • Assess FCC EA maturity using the PWS-identified maturity model or an approved industry model, then develop and support implementation of maturity improvement plans. 
  • Develop, enhance, model, manage, and publish FCC as-is and to-be architectures across technology, application, business, data/information, and performance domains. 
  • Perform architecture gap analyses and recommend prioritized transition plans based on strategic plans, business priorities, legislative deadlines, technical dependencies, and stakeholder validation. 
  • Advance the FCC EA repository, EA model, architecture standards, business architecture, business capability management, application portfolio management, IT asset management, and IT portfolio planning activities. 
  • Advise FCC senior leadership and technical stakeholders on enterprise modernization, standardization, operational risk reduction, and IT-business alignment. 

Qualifications

Required / Preferred Experience 

  • FEAF Certified Enterprise Architect Black Belt or equivalent strongly preferred; five or more years of enterprise architecture experience required by the PWS. 
  • Experience supporting federal EA programs, architecture repositories, EA modeling, architecture governance, maturity assessments, and IT portfolio planning.
  • Direct experience supporting FCC IT programs/operations is REQUIRED.
  • Experience in FCC IT environments in the last five years is REQUIRED.
  • Strong knowledge of FEAF, cloud architecture, business architecture, data/information architecture, application architecture, infrastructure architecture, and performance architecture. 
  • Experience facilitating architecture decisions with CIO, DCIO, IT leadership, business owners, project teams, and technical implementation teams.
