Position Summary
The Microsoft Certified Senior SharePoint Developer is the technical lead for everything users see and touch in the Enterprise SharePoint environment. The role designs and builds SharePoint Framework components, applications, templates and prototype pages; decides when a low-code Power Platform solution is the better answer than custom code; sets and enforces the coding, accessibility and documentation standards the team works to; and reviews the work of other developers before it reaches the Government. Section 508 conformance and change-package discipline are part of the definition of done, not a downstream review.

Key responsibilities:-

Solution design and development
  • Design, develop, and update web components and applications that support the agency, using the SharePoint Framework (SPFx) with TypeScript and React, PnPjs and the Microsoft Graph API (SOW Section 5).
  • Design and develop prototype web pages and templates for SBA sites and special interest sites, and present them at sprint reviews as working software.
  • Provide mobile web application development and support for SharePoint applications, delivering responsive, mobile-verified experiences.
  • Build Power Apps, Power Automate and Dataverse solutions where a low-code approach meets the requirement at lower cost and lower maintenance burden, and document the reasoning for each build-versus-configure decision.
  • Develop supporting integrations against SharePoint REST, Microsoft Graph and line-of-business data sources.
Technical leadership and quality
  • Serve as technical authority for the SharePoint and Power Platform work stream; own solution architecture and technical decisions within COR-approved scope.
  • Conduct code review on every change; enforce agency-compliant coding standards, effective meta-tags, titles and coding formats (SOW Section 5).
Accessibility
  • Write all new code to Web Content Accessibility Guidelines 2.0 Levels A and AA and to the Revised Section 508 Standards, and ensure any change to existing code conforms in accordance with the required testing methods (SOW Section 5).
Change control and release
  • Package solutions with source control, versioning and repeatable deployment across Development, Test and Production; support deployment inside the approved maintenance window and back-out when invoked.
  • Maintain application lifecycle management pipelines for SPFx and Power Platform solutions in Azure DevOps or GitHub.
Operations and support
  • Resolve development/operations-related ServiceNow tickets to the response and resolution targets for their priority, and record disposition on the ticket at the time work is performed.
  • Continually analyze web components and parts, navigation and load time, and modify components that are not performing properly or do not meet agency web standards.
  • Assist in the evaluation of new tools and upgrades to maintain or improve the environment.
Program support
  • Agile delivery in two-week sprints, including sprint review presentation to a Government customer.
  • Working in a formally change-controlled environment with board approval, maintenance windows and back-out planning.
  • ServiceNow for incident, request and change records.
  • Clear technical writing and the ability to explain a design decision to a non-technical Government stakeholder.
Required Skills and Qualifications
  • Seven or more years of professional software development, including five or more years developing on the SharePoint platform and three or more years building with the SharePoint Framework.
  • Demonstrated delivery of production SPFx web parts or extensions in a governed enterprise or Federal environment.
  • Experience leading a small development team or work stream, including code review and technical mentoring.
  • SharePoint Framework (SPFx), TypeScript, JavaScript (ES6+), React, HTML5, CSS/SCSS, Node.js and Gulp build tooling.
  • SharePoint REST API, Microsoft Graph API, PnPjs, PnP PowerShell; SharePoint Online site design, site scripts, content types and columns.
  • Power Platform development: Power Apps (canvas and model-driven), Power Automate, Dataverse, and Power Platform ALM.
  • Source control and CI/CD with Git and Azure DevOps or GitHub; automated testing and static analysis.
  • Responsive and mobile-first design for SharePoint Online.
  • Section 508 and WCAG 2.0 Level A and AA implementation, including remediation of existing components.
  • Migration and modernization of classic SharePoint pages, workflows and legacy customizations to supported modern patterns.
Required Certifications
  • Microsoft 365 Certified: Administrator Expert (MS-102) or equivalent.
Preferred Qualifications
  • Prior experience in a Microsoft 365 Government Community Cloud (GCC or GCC High) tenant.
  • Federal civilian agency experience, particularly supporting an OCIO or enterprise collaboration program.
  • Experience integrating SharePoint with Power BI reporting and with financial, budget or acquisition systems
