Overview

Our client is an award winning global integrator supporting a major branch of our Armed Forces.  They have a need for a MILCON Program Management Support Specialist. In this role you will, translates mission needs into executable facility projects by developing requirements, managing DD1391s and PPBE funding, coordinating with DoD/DAF stakeholders, and overseeing execution and risk to ensure installation readiness and mission success.This opportunity is on-site in the DC Area.

 

Per our Federal Government Contract, candidates must be U.S. Citizens with an ACTIVE SECRET CLEARANCE. 

Responsibilities

  • Lead strategic planning, programming, and advocacy for Space Force infrastructure investments.
  • Translate mission needs into executable projects by developing facility requirements.
  • Prepare DD1391s and prioritize infrastructure funding.
  • Defend programs through the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
  • Coordinate with AFCEC, base civil engineers, and Department of the Air Force (DAF) stakeholders.
  • Monitor project execution and manage associated risks.
  • Ensure installations are postured for mission success.
  • Navigate DoD staff processes and secure resources using deep DoD civil engineering and PPBE experience.

Qualifications

  • Bachelor’s degree.
  • DAF/DoD Civil Engineering Expertise — Extensive experience, typically 12+ years, in MILCON/FSRM programming, execution, and portfolio management.
  • PPBE Process Mastery — Strong knowledge of planning, programming, budgeting, and execution cycles, including the ability to defend requirements to DAF and congressional stakeholders.
  • Technical Writing & Staff Package Development — Proven ability to develop high-quality DD1391s, cost estimates, white papers, and senior-leader briefings.
  • Cross-Agency Coordination — Ability to navigate with DoW HQ's and installation-level processes to coordinate infrastructure planning and execution.
  • Analytical & Strategic Assessment Skills — Ability to assess infrastructure requirements, prioritize investments, and evaluate mission impacts using validated engineering and financial data.
  • Mission-Focused Decision Support — Ability to provide leadership with data-driven recommendations that support and optimize infrastructure readiness for Space Force missions.
  • Secret clearance required for Day 1 start.

Preferred Skills

  • Headquarters experience developing and staffing approval packages for facility requirements.
  • Civil Engineer experience within the U.S. Air Force or U.S. Space Force highly desired.

Compensation:

  • W2 Hourly rate starting at $45. Pay rates are based on experience, qualifications, location, and certifications, and are subject to change at any time.
