Job Title: Program Analyst III (Senior-level)

Position Number: PAIII 001

Location: Washington, DC

Worksite: Hybrid: 3 days at contractor facility in Arlington VA, 2 days remote, and Washington Navy Yard, DC as needed.

Travel: Domestic travel required; occasional trips to fleet concentration areas in support of program requirements.

Job Summary:

The program analyst provides program analysis support to the management and technical staff at Naval Sea Systems Command (NAVSEA) Program Executive Office, Unmanned and Small Combatants (PEO USC), Program Management Office 340 (PMS 340). PMS 340 develops, fields, and sustains combatant craft and mission systems in support of Naval Special Warfare (NSW) forces.

Duties and Responsibilities:

The program analyst will perform the following functions:

  • Analyze programmatic, financial, and schedule data to support program office decision-making.
  • Develop and maintain program schedules, tracking tools, and status reports for program leadership.
  • Support development and monitoring of program budgets, including tracking of obligations and expenditures.
  • Prepare briefings, read-ahead materials, and reports for program reviews and senior leadership meetings.
  • Track programmatic risks, issues, and action items, and support development of mitigation strategies.
  • Analyze technical and programmatic documentation to identify trends, discrepancies, and areas requiring attention.
  • Support development and maintenance of integrated master schedules and integrated master plans.
  • Coordinate with program stakeholders across engineering, contracts, and logistics disciplines.
  • Assist in the preparation of acquisition documentation and milestone decision packages.
  • Support earned value management analysis and reporting.
  • Maintain program files, records, and correspondence in accordance with record management requirements.


Qualifications:

The following experience is required:

  • More than 7 years of relevant program analysis experience supporting similar technical programs.
  • Secret security clearance.


Additionally, the following attributes are desired:

  • Master's degree.
  • Project Management Professional (PMP) certification or equivalent.
  • More than 10 years of relevant program analysis experience.
  • Familiarity with Department of Defense acquisition processes and program management documentation.
