Meta's America's Workforce Academy (AWA) is a flagship initiative connecting underserved communities to career-ready training pathways and employer hiring pipelines. We are looking for a Program Manager to own regional program operations, employer partnerships, and outcome reporting as AWA enters a phase of rapid expansion — with particular focus on the construction-ready pathway. This role requires someone who can operate at the intersection of workforce development, employer engagement, and data-driven program management, ensuring that AWA delivers measurable impact at scale.

Responsibilities

  • Identify, cultivate, and manage relationships with employers across industries to become AWA hiring partners.
  • Represent AWA at industry convenings, employer roundtables, and workforce development forums.
  • Develop employer-facing materials (partnership briefs, program overviews, outcome summaries) to support recruitment and retention of corporate hiring partners.
  • Serve as point of contact for assigned regional program operations, ensuring site coordination, cohort scheduling, vendor management, and delivery timelines are well executed.
  • Coordinate with internal Meta teams (product, engineering, policy, communications) to align AWA with broader company priorities and integrate technology-focused content (AI literacy, digital skills) into regional programming.
  • Develop and maintain program playbooks, standard operating procedures, and milestone events (hiring ceremonies, graduations) to ensure consistency as AWA scales.
  • Ensure consistent program delivery standards and partnership protocols across regions.
  • Design and maintain the AWA outcomes framework (enrollment, completion, credential attainment, employment placement, wage gains, employer satisfaction).
  • Own all internal and external reporting, including quarterly dashboards, annual impact reports, and ad hoc executive briefings.
  • Partner with data/analytics teams to build and maintain reporting infrastructure.
  • Ensure partner compliance with Meta grant reporting requirements.
  • Prepare data-driven narratives for leadership, policy teams, and external stakeholders.


Minimum Qualifications

  • 4+ years of experience in program management, workforce development, education policy, or stakeholder engagement
  • Experience managing multi-stakeholder projects with concurrent workstreams and external partners
  • Experience with data analysis, reporting frameworks, or outcomes measurement
  • Track record of building and managing relationships with employers, government officials, or advocacy organizations
  • Strong written communication skills, including experience drafting briefings, memos, or reports for senior audiences
  • Bachelor's degree


Preferred Qualifications

  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Experience with federal or state workforce, education, or digital equity policy
  • Familiarity with AI workforce impacts, digital skills training, or emerging technology policy
  • Experience designing or managing employer partnership programs or hiring pipelines
  • Background in quantitative analysis (survey design, regression, modeling)
  • Experience at the intersection of policy advocacy and program implementation
  • Published research or policy work in workforce development or higher education
  • Experience working with cross-functional teams in a technology company


$118,000/year to $170,000/year + bonus + equity + benefits
