The Senior Program Manager will provide strategic leadership, resource management, quality assurance, operational planning, and performance oversight to ensure that all services remain aligned with Army communication priorities, Government-approved requirements, applicable regulations, and established performance standards. The role requires a leader capable of integrating technical, communications, creative, and program-management functions into a unified operation supporting senior Army leadership objectives. The overall program is designed to maintain effective Army digital communications, enhance audience engagement, modernize digital capabilities, support knowledge management, and continuously improve the Army's online presence.

Key Responsibilities

  • Provide overall program leadership for the U.S. Army Digital Media Support program, ensuring successful execution of all PWS requirements and achievement of established performance objectives.
  • Serve as the primary contractor point of contact for the Government on daily operational and contractual matters and maintain an alternate Program Manager with full authority to act in the PM's absence.
  • Lead and coordinate a multidisciplinary team supporting website operations, CMS administration, social media, multimedia production, research, analytics, knowledge management, customer support, and AI capabilities.
  • Develop and maintain integrated program plans, schedules, and resource requirements to maintain continuous and timely delivery of services.
  • Oversee contractor personnel and resources to ensure the workforce remains appropriately staffed, qualified, and capable of supporting the program's operational requirements.
  • Establish and maintain effective quality control processes, including performance monitoring, discrepancy identification, corrective actions, root-cause analysis, trend analysis, customer feedback, and continuous process improvement.
  • Monitor performance against the PWS, Performance Requirements Summary (PRS), and applicable Acceptable Quality Levels (AQLs), taking corrective action when performance deficiencies are identified.
  • Ensure that Army.mil, @USArmy social media, CORE CMS, and related digital platforms remain operational, secure, compliant, accessible, and aligned with Army communication goals.

Required Qualifications

  • 10 years of relevant professional experience.
  • 5 years of recent management experience at the strategic level. 
  • Project Management Professional (PMP) certification in Business, Finance, Engineering, Computer Science, Information Systems, or a related field, as specified for the Senior Program Manager key position in the PWS.
  • Demonstrated experience leading complex, multidisciplinary programs involving multiple technical and/or functional workstreams.
  • Demonstrated experience in program planning, resource management, quality assurance, performance management, and strategic analysis.

Preferred Qualifications

  • Experience managing Federal, DoW, or US Army communications, digital media, public affairs, or information technology programs. 
  • Experience supporting enterprise websites, CMS platforms, social media programs, or large-scale digital communications environments.
  • Experience with digital analytics, audience research, social media strategy, and performance measurement.
  • Experience managing multidisciplinary teams consisting of communications, creative, technical, IT, analytics, and digital-media professionals.
  • Experience with AI implementation, product management, automation, or emerging digital technologies.
