Foxhole Technology is seeking a Program Manager to lead a large-scale enterprise cybersecurity services program supporting a DoD client. 

The Program Manager will serve as the primary contractor point of contact and provide strategic leadership to ensure successful program execution, technical delivery, and customer satisfaction. This role requires a proven leader capable of managing complex cybersecurity operations, aligning resources with mission priorities, and driving successful outcomes within a highly dynamic environment.

Responsibilities

  • Serve as the contractor’s single point of contact and authorized interface with government leadership for operational, technical, and program delivery matters.
  • Provide overall leadership and accountability for task order (TO) performance, service delivery, and execution of a large-scale program supporting 100 personnel.
  • Lead program transition activities, ensuring effective onboarding, knowledge transfer, operational readiness, and continuity of services.
  • Establish, communicate, and enforce work standards, processes, and performance expectations across contractor personnel and subcontractors.
  • Provide expertise in the field of resolution of problems, issues or conflicts as required.
  • Plan, assign, and manage contractor resources, schedules, and priorities to meet mission objectives and contractual requirements.
  • Monitor performance, identify and resolve issues, and implement corrective actions to maintain service quality and delivery commitments.
  • Communicate organizational policies, objectives, priorities, and goals to team members and subcontractor personnel.
  • Timely and accurately plan travel and training requests, and submission of after-action-reports (AAR) for travel, training, and mission related events. 
  • Execute standard program management responsibilities, including:
    • Developing and maintaining program management plans
    • Preparing monthly status reports and performance updates
    • Facilitating technical and project meetings
    • Managing risks, issues, dependencies, and action items
    • Ensuring quality control and continuous improvement of program performance

Minimum Requirements

  • Active Top Secret/with SCI security clearance.
  • Preferred Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering
  • Active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • Currently certified under DoD 8570.01-M CSSP-SPM 
  • Minimum of seven (7) years of experience years leading and delivering cybersecurity support as a Program Manager or Project Manager.
  • Be knowledgeable of major cyber activities/orders/directives both from DoD and DHS that affect, or may affect, organizations.

Desired Qualifications

  • DoD and USCG Experience
  • One or more infrastructure-related technical certifications.
  • Experience supporting federal government enterprise IT programs and mission-critical systems.

Washington DC Pay Range
$180,000—$220,000 USD
