The Appalachian Regional Commission (ARC) is an economic development entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC’s mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the Region achieve socioeconomic parity with the nation.  

Position Summary:  

ARC seeks a highly organized and collaborative team player to join our office of General Counsel as a Project Compliance Specialist to provide key components of the technical assistance that supports access to our grants management platform. Manage project compliance functions such as profile activation, project compliance inquiries, team outlook calendar, data collection, tracking and analysis. The position works under the general direction of the Project Compliance Program Manager. and reports to the General Counsel.
Required Qualifications:

  • Adept knowledge to verify applicant and award-recipient eligibility, exclusion, and responsibility status by integrating and cross-referencing data across multiple federal systems and sources, including SAM.gov, USAspending.gov. Oversight.gov to reconcile discrepancies and document findings.
  • Proficiency with grants-management systems and Microsoft Office Suite.
  • Strong ability to perform project compliance reviews for profile activation ensuring key applicant information meets foundational requirements needed to process a grant application.
  • Ability to facilitate and engage diverse groups and individuals, including federal, state, and local partners, obtaining a resolution in a consultative and collaborate manner.
  • Strong attention to detail and ability to review high volumes of documentation.
  • Demonstrated knowledge of project management principles and tools to plan, track and execute multiple reviews on schedule.
  • Demonstrated ability to apply artificial- intelligence (AI) and data-analysis tools to optimize compliance workflows.
  • Bachelor's degree or grants management certificate (e.g. CGMS) and 3 years of relevant experience.
  • Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.
  • Ability to thrive in a collaborative environment bringing an energetic and innovative approach to the work.
  • Successful completion (prior to hire) & maintenance of background security review; U.S. citizenship required.
  • Minimal travel is needed. Must possess and maintain a valid driver’s license.

ARC generally follows the General Schedule Salary Table of the Federal government.  ARC’s grades denoted by “NF” are equivalent to the GS chart.  This position is an NF-11 (DC locality). This position is located in Washington, DC and requires five days “in-person” days in the office.
