Description:

NIRA, Inc. is looking for a Project Engineer to support a program office at the Federal Aviation Administration (FAA) Headquarters in Washington, DC. This team member will work in a hybrid environment working closely with FAA stakeholders to provide technical support across a nationwide portfolio of design, engineering, and construction initiatives. This role requires maintaining industry's best practices, ensuring effective cross-team communication, and driving coordination across multiple stakeholders. The ideal candidate will be proactive in resolving issues, provide subject matter insight on construction-related challenges, and confidently present solutions to senior FAA leadership.

Required: Ability to obtain Public Trust Clearance (must have resided in the United States three (3) years of the last five (5) years.

Responsibilities:

  • Work with stakeholders, such as the FAA Service Areas, to identify modernization & renovation construction projects and participate in project prioritization activities.
  • Serve as a liaison between the Program Office and Service Areas, coordinate project management activities, such as scope, cost, and schedule issues.
  • Review engineering construction documents (e.g. drawings, specifications, bases of design) to verify scope and identify potential conflicts.
  • Prepare highly detailed and comprehensive cost estimates across all project phases using industry-standard methodologies.
  • Participate in site visits and Facility Condition Assessments (FCAs), providing technical input on facility conditions, identifying deficiencies, and supporting development of corrective actions and prioritization.
  • Analyze and present data in high-visibility FAA stakeholder meetings
  • Develop and maintain integrated tools and spreadsheets to track program implementation activities, financial data, and schedules.
  • Analyze, distill, and present data in high-visibility FAA key stakeholder meetings.
  • Develop and maintain integrated spreadsheets including program/project implementation activities, financial data, schedules, etc. to assist with FAA decision making.
  • Coordinate project milestones, constraints, solutions, status of active and future projects.
  • Examine project requirements across various initiatives and provide recommendations for comprehensive program planning purposes.
  • Cultivate strong client relationships with key FAA stakeholders, understanding their needs and providing tailored engineering solutions.
  • Identify program-level risks and recommend mitigation strategies to minimize project disruptions.

Knowledge/Skills:

  • Minimum of seven (7) years of related work experience in project management, engineering, or construction management.
  • Experience with project management and planning software such as Primavera P6, MS Project, RS Means Estimating, etc.
  • Construction cost estimating experience preferred.
  • Experience providing programmatic engineering support to federal clients.
  • Excellent communication skills, both written and oral.
  • Ability to work both independently and in a team-oriented, collaborative environment.
  • Strong data analysis, program evaluation and critical thinking skills.

Preferred Certifications:

  • Project Management Professional (PMP)
  • Professional Engineer (PE)
  • Certified Construction Manager (CCM)

Education:

Bachelor's Degree in Engineering, Construction Management, Architecture, or related field.
