Position Description


 JPI is seeking a Project Engineer to support a federal client in project management and business operations initiatives. This role provides engineering subject matter expertise across civil, structural, mechanical, electrical, and life safety systems, and serves as a primary technical resource across multiple CLINs. The Project Engineer is expected to operate with a high degree of independence and coordinate directly with DHS facility managers, COR, and stakeholder representatives.

 Responsibilities Include:

  • Provide engineering analysis and technical review in support of PMO planning, execution, and reporting activities across all CLINs. 
  • Conduct and oversee facilities condition assessments (FCAs) of building systems including architectural, mechanical (HVAC/plumbing), electrical, fire/life safety, civil, and structural elements. 
  • Evaluate existing infrastructure against federal building codes, ADA requirements, and DHS/GSA standards; document deficiencies and prioritize corrective actions. 
  • Estimate remaining useful life (RUL) of major building components; develop detailed repair, replacement, and rehabilitation cost estimates by system, building, and priority level. 
  • Support development of the Master Plan, including infrastructure condition inputs, capital planning recommendations, and phased project timelines. 
  • Provide technical input for Building Automation System (BAS) assessments, including existing systems documentation, integration planning, and cybersecurity compliance requirements (FISMA, NIST SP 800-53). 
  • Review and contribute to design documents, wiring diagrams, and integration guides for campus operational technology systems. 
  • Coordinate site access, inspection scheduling, and data collection activities in a manner that minimizes disruption to DHS operations. 
  • Ensure compliance with historic preservation requirements 
  • Prepare technical sections of deliverable reports including FCA reports, executive summaries, prioritization matrices, and annotated floor plans/site maps. 
  • Support quality assurance and quality control (QA/QC) review of all inspection and reporting activities.

Requirements

  • Bachelor's degree in Civil, Mechanical, Electrical, Structural Engineering, or closely related engineering discipline from an accredited institution. 
  • Minimum of 7 years of progressive experience in facilities engineering, infrastructure assessment, or capital planning within the federal government or large institutional environments. 
  • Demonstrated experience conducting or leading Facilities Condition Assessments (FCAs) across multiple building system types. 
  • Proficiency in developing construction cost estimates and lifecycle cost analyses. 
  • Working knowledge of applicable federal codes and standards including ADA, OSHA, IBC, and DHS/GSA facility requirements. 
  • Ability to obtain and maintain required DHS security clearance. 
  • Proficiency in Microsoft Office Suite; experience with CMMS, GIS-compatible data formats, or asset management systems preferred.

Preferred Requirements 

  • Professional Engineer (PE) licensure in a relevant discipline. 
  • LEED AP, Certified Energy Manager (CEM), or equivalent sustainability credential. 
  • Experience with federal historic preservation requirements and Section 106 compliance. 
  • Familiarity with DHS or GSA facility standards and campus-scale infrastructure projects. 
  • Experience with BAS/building automation systems integration and cybersecurity frameworks (NIST SP 800-53, FISMA).
