Description

Harmonia is seeking a high-impact Project Manager – DevOps / DevSecOps to lead mission-critical software development and modernization initiatives supporting a federal government customer. This is a hands-on leadership role for someone who thrives at the intersection of Agile delivery, DevSecOps, and federal mission execution.

As the Project Manager - DevOps/DevSecops, you will:

  • Lead end-to-end software development and DevSecOps initiatives, directing contract and Task Order activities to ensure on-time, on-budget, high-quality delivery.
  • Drive program execution across planning, delivery, monitoring, and reporting while ensuring compliance with federal governance, contractual requirements, and performance standards.
  • Champion Agile best practices—facilitating sprint planning, stand-ups, reviews, retrospectives, and backlog refinement to enable continuous delivery and CI/CD maturity.
  • Guide and mentor cross-functional teams (development, QA, DevOps, security, UX), fostering collaboration and accountability across internal teams, subcontractors, and government partners.
  • Embed security and compliance throughout the SDLC, integrating DevSecOps principles into pipelines, release strategy, and deployment processes.
  • Proactively manage risks, issues, dependencies, and change activities, driving mitigation strategies and maintaining delivery momentum.
  • Deliver executive-level briefings, dashboards, and performance metrics—clearly articulating progress, tradeoffs, and risks to senior government stakeholders.

What You Bring (Required Qualifications):

  • Active Top-Secret (TS) clearance with SCI eligibility.
  • Bachelor’s degree or higher in a STEM field (Engineering or IT Management preferred).
  • 8+ years of enterprise Project Management experience supporting federal government programs, with emphasis on leading Agile software development initiatives.
  • Experience leading DevOps initiatives, delivering iterative value through Agile practices (sprint planning, stand-ups, retrospectives) and CI/CD enablement to ensure on-time, high-quality delivery.
  • PMP, PMI-ACP, or equivalent project/product management certification.
  • Security+ certification or willingness to obtain (reimbursable).

 We Value (Desired Qualifications):

  • Master’s degree in computer science, information systems, engineering, or related field.
  • Scrum Master certification (CSM, PSM, or equivalent) and/or experience leading scaled Agile initiatives.
  • Experience implementing secure development practices including DevSecOps, threat modeling, vulnerability management, and secure coding standards.
  • Background supporting modernization efforts such as cloud migration, microservices, containerization, data platforms, or AI-enabled systems.
  • Experience delivering solutions in high-security or classified environments (IC/DoD).
