KeenLogic is seeking an experienced Project Manager to support the U.S. Senate Office of the Secretary, Senate Disbursing Office (DO) in the development of the Senate's Auditor's Handbook. The Disbursing Office serves as the Senate's central financial management organization, providing payroll, accounting, budgeting, employee benefits, financial systems, and accounts payable support for the United States Senate.
This initiative will create a comprehensive, publication-ready handbook that serves as the primary reference guide for Senate Accounts Payable auditors responsible for reviewing and approving expenditures submitted by Senate offices. The handbook will consolidate Senate rules, federal statutes, financial policies, audit procedures, best practices, and historical precedents into a single, user-friendly resource that promotes consistency, accuracy, and compliance across the auditing process.
The Project Manager will lead all phases of handbook development, including project planning, stakeholder engagement, schedule management, communications, risk management, quality assurance, and overall delivery. This individual will collaborate with Government leadership, financial experts, policy officials, and subject matter experts to ensure the project remains on schedule while delivering a high-quality final product that supports the Senate's financial oversight mission.
Position Details
- Contract Length: Six-month base period with one six-month option
- Schedule: Full-time (40 hours/week) and Hybrid (3 days onsite and 2 days remote/weekly

Required Qualifications
Bachelor's degree
5+ years managing documentation, compliance, audit, financial, policy, or business process improvement projects
Experience coordinating multi-stakeholder federal projects
Excellent written and verbal communication skills
Proficiency with Microsoft Office and project management tools
Key Responsibilities
Develop and maintain the project management plan, schedule, milestones, and communications strategy
Coordinate meetings, interviews, and working sessions with Government stakeholders and subject matter experts
Track risks, issues, action items, dependencies, and decisions
Facilitate handbook review cycles and stakeholder feedback
Prepare weekly status reports and executive updates
Ensure deliverables remain on schedule through final publication
Provide quality oversight for all handbook deliverables
