Location: Mainly Remote with occasional in-office hours (Navy Yard, Washington DC)Â
Type: Part-Time Consultant (1099)Â
Hours: Approx. 15–25 hours/week, variable based on pursuit volume Â
Duration: Approximately 2-3 months, with potential for extension.Â
Who You Are:
PSI is seeking an experienced Proposal Manager Consultant to support our Business Development and Proposal team during a temporary staff leave. The consultant will primarily support the development of prime proposals in collaboration with PSI leadership and technical staff, while also assisting with subconsultant data calls and teaming proposal support when PSI is serving as a sub to larger engineering firms.Â
This role is highly execution-focused and requires strong proposal management discipline, attention to detail, responsiveness under deadline pressure, and comfort working across multiple simultaneous pursuits.Â
The consultant will work closely with:Â
- PSI’s Proposal DirectorÂ
- Technical Writer / Proposal Support StaffÂ
- Engineering SMEsÂ
- External teaming partners and primesÂ
Responsibilities:
Prime Proposal SupportÂ
- Manage and coordinate proposal development activities for public-sector A/E pursuitsÂ
- Develop proposal schedules, compliance matrices, outlines, and production plansÂ
- Lead proposal kickoff meetings and coordinate SMEs, writers, graphics, and reviewersÂ
- Ensure compliance with RFP requirements, page limits, formatting standards, and submission instructionsÂ
- Support development of executive summaries, technical approaches, staffing narratives, and past performance sectionsÂ
- Coordinate Pink/Red/Gold reviews and final production activitiesÂ
- Manage final assembly and submission readinessÂ
Subconsultant / Data Call SupportÂ
- Respond to data calls from prime consultantsÂ
- Coordinate resumes, project sheets, certifications, forms, and teaming documentationÂ
- Maintain consistency and quality across proposal artifactsÂ
- Support teaming coordination and subcontractor communicationsÂ
Systems & Process SupportÂ
- Work within PSI’s proposal systems and workflows, including:Â
- SharePointÂ
- pWin.aiÂ
- Monday.com CRMÂ
- Microsoft Office SuiteÂ
- Help maintain proposal repositories, project sheets, and reusable content assetsÂ
QualificationsÂ
RequiredÂ
- 5+ years of A/E/C proposal management experienceÂ
- Strong understanding of public-sector proposal processes and compliance requirementsÂ
- Experience supporting DOT, transit, municipal, planning, or infrastructure pursuitsÂ
- Excellent organizational skills and ability to manage multiple deadlines simultaneouslyÂ
- Strong editing, formatting, and quality-control capabilitiesÂ
- Ability to work independently with minimal oversight in a deadline-driven environmentÂ
- High attention to detail and professional judgmentÂ
PreferredÂ
- APMP certification or Shipley trainingÂ
- Experience with transportation engineering or infrastructure consulting proposalsÂ
- Familiarity with SharePoint-based proposal workflowsÂ
- Experience using proposal automation or AI-enabled proposal toolsÂ
