The Federal Emergency Management Agency (FEMA) is dedicated to helping people before, during, and after disasters. Within FEMA, the Office of the Chief Component Procurement Officer (OCCPO) delivers the acquisition services that keep FEMA's programs, partners, and the survivor community moving — in both steady-state and disaster environments. This work is mission-critical: every task order supports FEMA's ability to respond when it matters most.
ASI Government is seeking a Program Manager to serve as the overarching lead for our Blanket Purchase Agreement (BPA) providing enterprise-wide acquisition support services to FEMA OCCPO. This role owns delivery across the full acquisition lifecycle — pre-award and post-award — for procurements spanning all three DHS acquisition thresholds (Level 1, 2, and 3, per DHS Directive 102-01-001) as well as acquisitions below those thresholds. The Program Manager is designated Key Personnel under the BPA and is the single point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR).
Key Responsibilities
- Serve as the single point of contact for the CO and COR for all contractor work performed under the BPA, including managing and overseeing associated Task Orders.
- Organize, direct, and coordinate planning and execution of all activities across assigned Task Orders, ensuring technical and financial solutions and schedules are implemented on time.
- Provide technical direction and guidance to ASI team members so contract requirements are clear, success criteria are defined, and progress is actively monitored.
- Build a deep working knowledge of FEMA OCCPO's business, organization, and objectives; manage day-to-day client interaction and set and manage client expectations.
- Communicate effectively with government stakeholders to identify needs, evaluate alternative solutions, and continually deepen the client relationship.
- Meet financial objectives by forecasting requirements, preparing budgets, scheduling expenditures, analyzing variances, and initiating corrective actions.
- Identify program risks and appropriate mitigation strategies; implement productivity and quality standards across the contract.
- Manage a multi-tiered program with multiple concurrent Task Orders and projects.
- Direct employee work activities, including performance reviews and day-to-day supervision of assigned program staff.
- Be available to the COR by phone Monday–Friday, 0800–1700 EST, and respond to requests to discuss or resolve technical issues within two hours of notification.
- Support transition-in and transition-out activities as directed by the COR, ensuring continuity of program and technical support services.
Required
- Bachelor's degree in Computer Science, Information Systems, Engineering, Business, Education, Management Sciences, Psychology, Human Resources Development/Management, or a related discipline — or equivalent experience in a technical or business discipline.
- 10+ years of program/project management experience, including managing multi-task contracts and/or subcontracts of varying types and complexity.
- Demonstrated ability to work independently, or under only general direction, managing a multi-tiered program and multiple concurrent projects.
- Proven experience managing funds and resources through complex reporting mechanisms, including budgeting, forecasting, and variance analysis.
- Comprehensive knowledge of the Federal Acquisition Regulation (FAR) and federal acquisition laws, regulations, policies, and procedures.
- Demonstrated experience managing federal client relationships — building organizational knowledge, setting expectations, and evaluating alternative business solutions.
- Advanced proficiency with Microsoft Office Suite.
- Ability to read, write, speak, and understand English at a professional level.
- U.S. citizenship and ability to obtain and maintain a Public Trust/Suitability determination.
Preferred
- Prior experience serving as Program Manager or Key Personnel on a federal BPA, IDIQ, or similarly structured multi-task-order contract.
- Experience supporting FEMA, DHS, or another emergency-management/disaster-response mission.
- Proficiency with Visio, SharePoint, InfoPath, ServiceNow, or similar web-based/SaaS tools (e.g., dashboards for organizational effectiveness).
- Experience with data analytics and visualization techniques in support of business process improvement.
- Strategic communications experience with internal stakeholders (e.g., business partners, employees) and external oversight bodies (e.g., Congress, auditing agencies).
- PMP certification or equivalent.
