Title: Senior Technical Policy Analyst
Client: Department of Defense
Location: Remote - This is a remote CONUS position with required travel to support the federal agency's mission. (Anticipated locations: Dallas, TX; Vicksburg, MS; Atlanta, GA; Portland, OR; Cincinnati, OH)
Clearance: Secret
Security Clearance Statement: This position requires a government security clearance; the applicant must be a U.S. Citizen for consideration.

Aalis Management Consulting is seeking a highly experienced Senior Technical Policy Analyst to provide federal technical, policy, analytical, and program support to a federal agency. The successful candidate will conduct policy research and analysis, develop executive-level reports and management products, support stakeholder engagements, and translate complex technical information into clear, actionable materials for government leadership and program stakeholders.

This position requires an experienced professional with excellent writing, editing, analytical, organizational, and communication skills. The ideal candidate will be comfortable reviewing federal, Army, and agency policies and guidance; synthesizing technical information; developing policies and procedures; and supporting meetings, workshops, training, and outreach activities.

Key Responsibilities

  • Conduct research and analysis of federal policies, regulations, guidance, procedures, and program requirements.
  • Review and interpret applicable federal, Army, and agency policies and guidance and assess their impact on program operations.
  • Draft, revise, and maintain policies, procedures, guidance documents, and other program documentation.
  • Develop executive-level reports, briefings, analytical reports, decision-support materials, and management products.
  • Analyze technical, operational, and program information and translate complex concepts into clear, concise products for government leadership and stakeholders.
  • Support technical and policy analysis related to hydropower, energy, infrastructure, or related federal programs.
  • Prepare meeting agendas, briefing materials, data packages, discussion materials, and other meeting support products.
  • Document meeting minutes, decisions, action items, issues, and follow-up requirements.
  • Coordinate with government personnel, technical SMEs, program managers, leadership, and other stakeholders.
  • Develop training materials, workshop materials, presentations, job aids, and educational/outreach products.
  • Analyze educational and outreach programs and document findings, recommendations, and opportunities for improvement.
  • Document existing and future-state processes, workflows, procedures, and process-improvement recommendations.
  • Conduct data and information synthesis to identify trends, issues, risks, gaps, and opportunities.
  • Review and quality-control technical and policy documents for accuracy, consistency, completeness, clarity, and compliance with applicable requirements.
  • Support development of presentations and briefing materials for senior government leadership.
  • Track action items, deliverables, decisions, and stakeholder requirements to support timely execution.
  • Collaborate with cross-functional teams to gather, validate, and synthesize technical and program information.
  • Perform other technical, analytical, policy, and program-support duties as assigned.

Required Qualifications

  • Bachelor's degree in Business, Public Policy, Public Administration, Communications, Energy Policy, Engineering Management, Engineering, or a related discipline.
  • Approximately 7+ years of relevant federal technical, policy, program analysis, or technical writing experience.
  • Experience supporting a federal agency, Army organization, or other federal government program.
  • Experience with hydropower, energy policy, energy infrastructure, water resources, engineering, or related technical programs.
  • Demonstrated experience conducting federal policy research and analysis.
  • Experience drafting or revising policies, procedures, guidance, or program documentation.
  • Strong technical and professional writing skills, including the ability to synthesize complex information into concise management products.
  • Experience developing executive reports, analytical reports, briefings, or decision-support materials.
  • Experience preparing meeting agendas, data packages, briefing materials, minutes, and action-item documentation.
  • Demonstrated stakeholder coordination and communication skills.
  • Experience developing training, workshop, educational, or outreach materials.
  • Experience documenting processes, procedures, workflows, or process-improvement initiatives.
  • Ability to review and interpret federal policies and guidance.
  • Ability to translate complex technical information into clear, understandable products for non-technical audiences and senior leadership.
  • Excellent editing, proofreading, synthesis, organization, and quality-control skills.
  • Ability to work independently while coordinating effectively with government and contractor stakeholders.
