About the Position

LIVE is seeking an experienced Staffing Specialist to support our U.S. Coast Guard (USCG) HR Staffing Support Services task order for the Office of Civilian Human Resources (PSC-CPM), based at USCG Headquarters in Washington, DC. The Staffing Specialist assists the Civilian HR staff with the full recruitment lifecycle – drafting vacancy announcements, conducting job and qualification analyses, and developing recruitment actions – using the automated staffing system. This is a non-supervisory (non-Key) role. Telework may be approved for certain tasks subject to COR approval.
Responsibilities
• Draft new vacancy announcements, recommend modifications or edits to existing vacancy announcements, and maintain all related data in the automated staffing system; ensure vacancy announcements are posted to USAJOBS and, if appropriate, other job board sites.
• Conduct job analyses to ensure draft vacancy announcements enable Government personnel to determine an applicant's ability to satisfy vacancy requirements.
• Draft recruitment actions and specify duty statements, including qualification standards, KSAs/questionnaires, selective factors, weighting, and screen-out elements.
• Conduct qualification analyses and generate synopses of best-qualified job applicants.
• Coordinate with CG HR specialists and SMEs to conduct job analyses and define specialized experience requirements.
• Print selection certificates from the automated system (after approval by a Government HR specialist) and notify the appropriate USCG staff to take action.
• Conduct research into federal Government, DHS, and CG regulations, policy, and procedures to answer general staffing questions from employees or applicants.
Requirements
• Minimum of six (6) years of experience performing staffing support services similar to those described above.
• Expert-level knowledge of USAStaffing and USAHire.
• Ability to read, write, speak, and understand English fluently.
• Ability to obtain a Common Access Card (CAC) via the Mission Partner Identity, Credential and Access Management (MP ICAM) process and National Background Investigation Services (NBIS), and to safeguard unclassified but security-sensitive and Privacy Act–protected information.
Preferred Qualifications
• Prior staffing experience within DHS, the U.S. Coast Guard, or another federal agency.
• Experience developing KSAs, assessment questionnaires, and job analyses for competitive-service positions.
• Familiarity with DHS/USCG HR policies and USAJOBS posting requirements.
