The TADAT Secretariat, located within the IMF’s Fiscal Affairs Department (FAD), manages a global tax administration diagnostic initiative sponsored by a number of donor countries, the IMF, and the World Bank (the TADAT partners). TADAT provides a standardized, objective, and evidence-based assessment of the relative strengths and weaknesses of a country’s system of tax administration and supports reform efforts aimed at improving revenue administration performance.

As part of its commitment to innovation and continuous improvement, the TADAT Secretariat actively leverages digital technologies and artificial intelligence (AI) to enhance the quality, consistency, efficiency, and accessibility of its products, services, training programs, research, and internal operations. Staff are expected to contribute to this transformation by identifying and implementing responsible AI-enabled solutions that strengthen analytical work, knowledge management, communications, and operational effectiveness.

The IMF has one vacancy for a Technical Assistance Advisor position located in the TADAT Secretariat at the IMF headquarters in Washington, DC. The role of the Technical Assistance Advisor will include contributing to the implementation of TADAT, the development and delivery of assessor and non-assessor training, establishing quality standards, reviewing TADAT assessment reports, participating in research activities aimed at updating the tool, and preparing guidance and communication material.

Qualifications

Given the specialized nature of the TADAT Secretariat’s work, the applicant should have:                                                

  • An advanced university degree or equivalent in a field related to taxation, such as economics, accounting, law, or business administration, supplemented by at least 4 years of professional working experience in a tax administration or revenue authority. Priority will be given to candidates with 5+ years of experience, in line with the requirement to become a TADAT assessor.
  • A sound understanding of tax administration performance management and measurement, broad experience in a modern tax administration environment (including at headquarters level) and/or have a well-developed practical understanding of operational performance management of a tax administration.
  • Experience in delivering tax or revenue administration technical assistance to tax administrations in other countries. Prior participation in TADAT training and assessments, as well as experience in project implementation, would be an advantage.
  • Demonstrated ability to leverage digital technologies and artificial intelligence (AI) to enhance analytical work, research, report drafting, training development, knowledge management, communications, and organizational effectiveness. The successful candidate will be expected to actively contribute to the TADAT Secretariat’s efforts to leverage AI in its products, services, and day-to-day operations in accordance with IMF policies and ethical standards.
  • Strong analytical, oral, and written communication and interpersonal skills, with a high level of proficiency in written and spoken English.
  • Proficiency in other languages would be an advantage, particularly Spanish, French, Portuguese, Russian or Arabic.
