Role Description: 

The Vice-President of Finance is responsible for strategic decision-making and operational partnerships with senior leadership at DC Water. This role's responsibilities include providing strategic recommendations and accurate financial information for executive decision-making, implementing new & innovative funding opportunities, managing Accounts Receivable for retail revenue payments, overseeing the Risk Management team, overseeing the Grants Management & Billing team,  directing cash management activities to maintain short-term liquidity and long-term solvency, ensuring proper debt management in line with the Authority's financial policies.

Essential Duties & Responsibilities: 
  • Provides strategic recommendations to the leadership based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis.

 

  • Engages in strategic planning sessions with the executive team to align financial strategies with overall corporate objectives.
     
  • Plans, implements, and reviews standards to accomplish DC Water’s goals and objectives, collaborating with finance managers to share best practices and ideas.

 

  • Monitors and manages cash flow, investments, and financial risks to ensure fiscal stability.

 

  • Oversees and directs the cash management, cash processing, cash recording, and cash flow reporting of all fiscal activities, ensuring compliance with all financial policies.

 

  • Spearheads the debt issuance process, working closely with department heads to align the debt issuance and financial goals with organizational objectives.

 

  • Supervises and reviews the development of general procedures and methods for financial activities, including finance administration, purchasing of insurance, claims administration, certificate of insurance tracking, treasury management, debt management, investments, cash receipts, budgeting, etc.

 

  • Oversees the shared disclosure of financial statements for external stakeholders.

 

  • Drives growth for the organization, providing an advisory role in the evaluation of new business opportunities through the use and interpretation of appropriate financial models.

 

  • Directs the development and implementation of financial policies and procedures to enhance efficiency and compliance.

 

  • Leads regular internal audits to identify areas for improvement and ensure adherence to financial controls.

 

  • Leads negotiations with financial institutions, managing relationships to secure favorable terms and conditions.

 

  • Works closely with the management and leadership team to plan and implement new & innovative funding opportunities, specifically focusing on budgeting and proper fiscal management.

 

  • Oversees the risk management process, including insurance procurement and administration, claims management, risk financing strategies, and DC Water’s Rolling Owner Controlled Insurance Program (ROCIP) and Owner Controlled Insurance Programs (OCIP) process to ensure effective risk mitigation and organizational asset protection.

 

  • Directs the grants and wholesale billing processes, ensuring timely grant administration, accurate wholesale customer billing processes, compliance with funding requirements and Intermunicipal Agreements (IMA), and effective coordination with internal and external stakeholders.

 

  • Collaborates with legal and regulatory teams to ensure compliance with financial reporting standards and industry regulations.

 

  • Represents DC Water and/or the Finance Department at various meetings and other outside agencies as required, preparing all financial data relating to state and federal grants.

 

  • Supports and coordinates with other Vice-Presidents, Directors, and departments as needed to ensure the smooth functioning of financial operations.

 

  • Manages and oversees all finance department functions, including staff, to ensure legal and regulatory compliance with appropriate internal controls and financial procedures.

 

  • Provides financial guidance and mentorship to the finance team, fostering a culture of continuous learning and development.

 

  • Drives the evaluation and implementation of technology solutions to streamline financial processes and enhance reporting capabilities.

 

  • Performs other related duties and projects as assigned at the discretion of the Chief Financial Officer & Executive Vice-President, Finance, Procurement, and Compliance.

 

Supervisory Responsibilities: Directly oversees the finance department, including hiring, training, and performance management.

Key Working Relationships: Interacts with high level officials, managers and supervisors throughout the Authority, local union representatives, vendors, officials from other government and private agencies and organizations, etc.

Required Skills & Qualifications

Required Experience:

15 years of progressive financial leadership experience with expertise in developing and executing strategic financial plans, identifying, and mitigating financial risks for organizations’ fiscal health.

Proven ability to lead and manage a finance team, with a track record of successful financial leadership.

Minimum Education Requirements:
Bachelor's degree in Finance, Accounting, Business Administration or related field from an accredited college or university.
