Overview:

The VP, Pricing & Cost Strategy serves as Versar’s enterprise pricing leader and senior advisor for pricing, estimating, cost analytics, and key support to price-to-win (PTW) strategy. The position is responsible for strengthening Versar’s ability to develop competitive, compliant, well-supported, and executable pricing solutions for new business, recompetes, task orders, contract modifications, and strategic initiatives.

VP partners closely with the Executive Leadership, specifically Business Development, Operations, Contracts, Procurement, Finance, and program leaders to align pricing strategy with customer requirements, capture objectives, operational delivery models, target margins, enterprise growth objectives, and compliance requirements. This role brings disciplined pricing process, strong business judgment, government contracting expertise, and analytical rigor to decisions that influence growth, profitability, and risk.

The VP will build, lead, and develop a high-performing pricing and cost analytics function that supports the full business development lifecycle, improves proposal quality, improves hit rates, increases audit readiness, and establishes scalable tools, processes, and governance for pricing excellence across Versar.

Who You Are:

Reporting to the CFAO / CFO, the VP, Pricing & Cost Strategy is based in the Headquarters Office or another approved Versar location. The role will serve as a senior functional leader and is expected to perform the duties and responsibilities of this position with a strong commitment to enterprise collaboration, compliance, accountability, and measurable business results.

The VP will devote their attention and ability to Versar’s business and may participate in industry groups and professional associations that directly benefit Versar and support the Versar brand and reputation in the marketplace, with appropriate executive approval.

Versar operates globally in government contracting and commercial markets, including remote, complex, and austere environments. This position requires sound judgment, adaptability, integrity, and leadership to support pricing decisions across varied geographies, contract types, customer requirements, regulatory regimes, risk profiles, and operating conditions.

Principal Responsibilities:

  • Provides executive leadership for pricing, estimating, cost analytics, and PTW functions across enterprise opportunities and contract actions.
  • Leads pricing strategy for new business, recompetes, task orders, proposals, contract modifications, and strategic bids.
  • Establishes and maintains robust, flexible, and sustainable pricing models, pricing governance, review processes, and approval standards.
  • Ensures pricing activities comply with FAR, CAS, DCAA, DCMA, customer requirements, company policies, and applicable audit expectations.
  • Partners with Business Development, Capture, Operations, Contracts, Procurement, and Finance to develop winning pricing strategies aligned with proposed technical solutions and executable delivery models.
  • Supports top-down and bottom-up PTW analyses, labor rate analyses, competitor pricing assessments, and cost realism evaluations.
  • Provides high-level fiscal analysis of competitor rates, teammate pricing, market conditions, indirect rates, labor categories, and bid assumptions.
  • Advises senior leadership on pricing risk, margin impact, contract type considerations, investment decisions, and bid/no-bid economics.
  • Builds, leads, trains, and develops pricing, estimating, and cost analysis personnel to improve consistency, quality, speed, and scalability.
  • Supports enterprise growth, acquisition integration, systems improvement, and process transformation initiatives related to pricing and cost strategy.

Job Duties:

  • Develop and maintain enterprise pricing processes, tools, templates, data sources, repositories, and review standards used across proposal and contract actions.
  • Direct pricing bids for all proposals and develop pricing for contract modifications, recompetes, task orders, and other customer pricing requests.
  • Participate in capture strategy development, color team reviews, executive reviews, and senior management discussions as the pricing function representative.
  • Create pricing strategies using parametric cost modeling, competitor intelligence, customer knowledge, historical pricing data, and operational input.
  • Coordinate with Operations to ensure proposed staffing, level of effort, subcontracting, travel, materials, indirect rates, and margin assumptions are realistic and executable.
  • Review BOE documentation, subcontractor and teammate inputs, cost volumes, pricing narratives, and compliance matrices for quality and consistency.
  • Monitor pricing performance, margin trends, variance drivers, win/loss lessons learned, and areas for cost reduction or process improvement.
  • Support development of pricing dashboards and executive reporting that provide insight into bid economics, backlog quality, projected margins, and forecasted performance.
  • Collaborate with Finance and Accounting on rate structures, cost pools, indirect rate impacts, cost centers, and government audit support as needed.
  • Perform other duties related to the VP, Pricing & Cost Strategy position or as requested by the CFAO / CFO, CEO, and/or Board.

Primary Accountabilities:

  • Strategic Pricing Leadership: Develop and oversee pricing strategies that support revenue growth, margin improvement, customer competitiveness, risk management, and enterprise growth objectives.
  • Global Pricing and Execution Risk: Ensure pricing strategies account for Versar’s domestic and international operating environments, including remote, complex, and austere locations; local labor requirements; expatriate and third-country national staffing assumptions; logistics, travel, mobilization, security, currency, tax, escalation, and supply chain considerations; and country-specific regulatory or customer requirements.
  • Price-to-Win and Competitive Intelligence: Support the development of a disciplined PTW analysis supported by market research, competitor behavior, labor rate analysis, cost modeling, and capture strategy.
  • Compliance and Governance: Ensure pricing outputs are compliant, defensible, clearly documented, and aligned with applicable FAR, CAS, DCAA, DCMA, customer, and company requirements.
  • Proposal Quality: Ensure all pricing volumes, BOEs, cost narratives, models, and assumptions are accurate, complete, executable, and submitted through a defined review process.
  • Performance and Efficiency: Improve pricing cycle time, model consistency, data quality, and collaboration across functions while reducing rework and avoidable pricing risk.
  • Cross-Functional Alignment: Break down internal silos so BD, Capture, Operations, Contracts, Finance, Procurement, and program leaders operate from a shared understanding of solution, cost, price, and margin objectives.
  • Team and Team Member Development: Build pricing, estimating, and cost analytics talent, succession depth, knowledge management, and a strong service-oriented culture.
  • Steward: Protect sensitive pricing data, proprietary information, customer information, and intellectual assets while modeling Versar’s Values and Corporate Credo.
  • Strategist: Shape business decisions by translating complex pricing, cost, and risk considerations into clear executive insights and actionable recommendations.
  • Catalyst: Drive change, innovation, automation, and disciplined business processes that strengthen pricing performance and support value creation.
  • Communicator: Explain pricing strategy, financial tradeoffs, compliance requirements, and bid economics to executive, operational, technical, and non-financial stakeholders.
  • Business Acumen and Good Judgment: Weigh complex information and make sound recommendations based on policy, analytics, experience, market evidence, and risk tolerance.
  • Pricing Data, Tools, and Knowledge Management: Own pricing data integrity, historical pricing repositories, rate libraries, model templates, lessons learned, and reusable pricing assets that improve speed, consistency, and quality.

What You’ll Bring:

  • 15+ years of progressive experience in pricing, estimating, cost analytics, finance, capture support, business management, or related disciplines within government contracting.
  • 7+ years of leadership experience managing pricing, estimating, cost analysis, or finance professionals.
  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, Engineering, or related field required; master’s degree or equivalent experience preferred.
  • Executive-level experience leading pricing for large, complex federal proposals, task orders, IDIQ vehicles, recompetes, and contract modifications.
  • Experience supporting pricing strategy for large-scale IDIQs, GWACs, MACs, task order competitions, recompetes, and strategic pursuits.
  • Deep familiarity with FAR, CAS, DCAA, DCMA, GAO, and related government contracting compliance requirements.
  • Demonstrated experience with FFP, CPFF, CPAF, T&M, cost-reimbursable, and IDIQ contract types.
  • Strong understanding of indirect rate structures, cost centers, labor category mapping, cost realism, subcontractor pricing, and proposal compliance.
  • Demonstrated experience applying PTW methodologies, competitive intelligence, labor rate analysis, and pricing strategy to improve competitive position.
  • Exceptional executive communication skills, including the ability to translate complex pricing and financial matters into clear recommendations for non-pricing stakeholders.
  • High degree of business judgment, integrity, discretion, and ability to operate effectively in a fast-paced, entrepreneurial environment.
  • Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
  • Successful results of preemployment screenings, including federal background check, MVR, and drug screen.
  • Comply with company drug and alcohol policy.
  • Be authorized to work in the US or will be authorized by the successful candidate’s start date.

Compensation:

Expected Salary: $260,000/year

Location Requirements:

This position follows a hybrid work schedule, with employees expected to work several days each week from Versar's headquarters in Washington, DC.
