Law Enforcement Agency OCIO's organization is moving to Information Systems Security as a Service and requires a Technical Lead/Program Manager to oversee a contract of ISSOs, ISSEs and ISSRs. This position will be on site in Washington, DC and requires a Top-Secret Clearance.

 
- Manages all the teams that comprise the ISaaS program.
- Manages one or more projects and supervises professional and technical personnel performing in their customary disciplines. Maintains aggressive efforts to achieve objectives.
- Trains and supervises personnel.
- Responsible for all phases of the program budget.
- Develops Quality Assurance Programs for all products and services.
- Responsible for recruiting, interviewing, and hiring staff.
- Assigns staff and provide technical direction as necessary to complete task.
- Monitors call order, subcontract, and funding; prepares forecasts of program financial performance.
- Develops and delivers required call order, departmental, project and/or financial reports.
- Assesses risk, identify business threats, and evaluate system or network security programs to create a security operations strategy while reducing risks to systems and data.
- Utilizes the NIST Risk Management Framework model to assist and manage information security incidents to minimize risk to systems and data.
- Develops and maintains collaborative relationships with various government teams to conduct cyber security operations across various branches of government.
- Creates standard operating procedures in partnerships with government personnel to enhance security operations, improve response capabilities, and to meet compliance requirements.
- Works with various government departments in deploying best security practices as results of planned cybersecurity assessments on systems and data.
 
-Minimum 15 years leading/directing Cybersecurity programs focused on information security as a service.
-Must have experience working in Federal Law Enforcement community
-Mastery of NIST RMF model
-Ability to provide technical guidance to technical staff and also communicate with Customer leadership that may or may not have technical experience
-Active TS clearance with SCI Eligibility
 
Preferred Skills:
 
-Bachelor's degree in a related field

-Hold at least one of the following certifications: Certified Information Systems Security Professional (CISSP) (or Associate), CompTIA Advanced Security Practitioner (CASP) CASP CE, Certified Secure Software Lifecycle Professional (CSSLP), CISSP- Information System Security Engineering Professional (ISSEP), or CISSP- Information System Security Architecture Professional (ISSAP).
