Atlas Advisors, LLC is seeking an experienced HR Staffing Specialist to support the U.S. International Development Finance Corporation (DFC), Office of Human Resources Management (OHRM). In this role, you will provide Federal Human Resources staffing support, assisting with recruitment, hiring action management, onboarding coordination, and workforce tracking activities in support of DFC's hiring mission.

You will support the full lifecycle of Federal hiring actions, coordinating with HR Specialists, hiring managers, selectees, security personnel, and other stakeholders to ensure the timely and accurate processing of recruitment, onboarding, and personnel actions. This position requires experience working within Federal Human Resources systems and a thorough understanding of Federal staffing regulations and procedures.

Responsibilities:

  • Provide Federal HR staffing support for recruitment and hiring actions in accordance with OPM regulations, agency policies, and Federal hiring procedures.

  • Track hiring actions from recruitment initiation through onboarding completion.

  • Coordinate with hiring managers, HR personnel, security staff, and other stakeholders to monitor hiring progress and resolve outstanding actions.

  • Maintain hiring trackers, dashboards, and workload reports to ensure accurate status reporting.

  • Prepare recurring reports, workload summaries, and hiring status updates for Government leadership.

  • Support onboarding activities, including monitoring required documentation, Entry on Duty (EOD) milestones, and onboarding completion.

  • Monitor pending actions, delayed hiring actions, security milestones, and onboarding requirements, following up as necessary to maintain hiring timelines.

  • Utilize USA Staffing, USA Hire, FPPS, WTTS, and other Federal HR systems to manage staffing actions and maintain accurate records.

  • Review personnel action information for accuracy and ensure compliance with Federal HR policies and procedures.

  • Maintain complete and accurate documentation while safeguarding sensitive personnel information and personally identifiable information (PII).

  • Participate in meetings with Government personnel and provide timely updates regarding assigned hiring actions and workload status.

Work Location / Schedule

This is a full time, temporary position based at the U.S. International Development Finance Corporation (DFC) Headquarters in downtown Washington, DC. Work is generally performed during DFC standard business hours based on Government requirements and workload priorities. Limited remote or hybrid work may be authorized by the Government on an occasional basis; however, candidates should expect to perform the majority of work on-site.

Required Qualifications:

  • U.S. Citizenship with the ability to obtain a Public Trust Clearance

  • Minimum of five (5) years of relevant Federal Human Resources staffing experience.

  • Current Delegated Examining (DE) Certification.

  • Demonstrated experience supporting Delegated Examining-related staffing actions.

  • Demonstrated experience coding Federal personnel actions using the Guide to Processing Personnel Actions (GPPA).

  • Demonstrated experience using Federal Human Resources systems, including USA Staffing, USA Hire, the Federal Personnel and Payroll System (FPPS), and the Workforce Transformation and Tracking System (WTTS), or a comparable Federal Human Resources system.

Desired Qualifications:

  • Bachelor's degree in Human Resources, Human Resources Management, Business Administration, Public Administration, or a related field.

  • Professional Human Resources certification (PHR, SPHR, SHRM-CP, SHRM-SCP, or equivalent).

  • Previous experience supporting the U.S. International Development Finance Corporation (DFC).

  • Experience with additional Federal Human Resources information systems.
