Salary: $60,000 to $70,000 per year.


Background check, US Citizenship, secret clearance, and a CAC are requirements for this position. Travel is 5%.


The National Security Cutter (NSC) is the United States Coast Guard’s largest, most technologically advanced asset, with a fleet of eleven cutters. The Arctic Security Cutter (ASC) is an accelerated acquisition program in coordination with Finland and Canada to ensure a continuous US national presence in the Arctic.


The NSC/ASC Program Management Office is located at Coast Guard Headquarters in Washington, DC where NSC/ASC Program Management Office staff provide oversight of the NSC/ASC fleet acquisition in the areas of acquisition management, logistics, engineering, and technical support.


The NSC Program Procurement Analyst is a member of the Acquisition Management Team which supports all NSC Program procurement/acquisition activities, assists with Program budgeting, processes 120+ financial acquisition packages per fiscal year, and helps ensure compliance with Coast Guard, Department of Homeland Security (DHS), and Federal Government procurement/acquisition policies.


Requirements

The NSC/ASC Procurement Analyst performs the following key responsibilities:

• Develops documentation required for acquisition financial packages, including statements of work, cost estimates, justification documentation, and determinations.

• Conducts thorough review of a high volume of government acquisition financial packages, copyediting the grammar/syntax/punctuation and reviewing for accuracy and compliance.

• Tracks NSC Program acquisition metrics, staff certifications, and acquisition requirements.

• Drafts meeting minutes for weekly Acquisition Meetings with Program leadership.

• Monitors government procurement policies to help ensure compliance.

• Supports weekly acquisition milestone meetings, quarterly presentations to USCG Contracting, and annual Program budget planning meetings.

• Liaises/Collaborates with the Coast Guard finance team, Contracting, Technical Points of Contact, other Contractors, and POCs at other government agencies.

• Communicates with Program leadership to provide regular statuses of the acquisition packages and procurement priorities.

-Ability to work on a team - the NSC Program Procurement Analyst works directly with the government client and Acquisition Management Task Lead (Contractor).

Occasional travel is required.

Minimum one day in the office. 


Physical Job Requirements

A Bachelor of Arts/Bachelor of Science Degree or equivalent is required.

Microsoft Office skills (Word, Excel, SharePoint, and Teams in particular).


Education/Certification Requirements

Mix of desk/computer work in an office environment and periodic visits to waterfront/shipboard environments. May involve repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.
