POSITION SUMMARY/PURPOSE
Under the Supervision of the Director of Day and Community Services, the In Home Supports (I.H.S.) Manager is responsible for the day to day program operations including staff management, program compliance, education and training. The IHS Manager insures that staff provides a person-centered approach to meet the individual’s medical needs and individual’s personal care needs maximizing their quality of life. Works collaboratively with the clinical team to ensure that all individuals enrolled in DDS program case management needs are met. Program services include, but are not limited to in-home supports, personal supports, respite supports, etc. based upon service contract and authorizations. .
ESSENTIAL FUNCTIONS
- Provides oversight and coordination of all referrals to I.H.S. program
- On call hours weekdays 4:30-6p, rotating on-call weekends with stipend
- Provide guidance and support to Community Living Coordinator (CLC) and Community Living Specialist (CLS)
- Plan, develop and effectively implement respective department programs and business services.
- Ensures thorough compliance to all Federal and State regulatory requirements.
- Assure compliance to established Commission on Accreditation of Rehabilitation Facilities (CARF) standards as well as all regulatory required activities.
- Develops a positive relationship with external contract holders and agencies.
- Creates and generates required program area data and reports.
- Prepare and present clear and concise oral and written reports.
- Ensure that individual served individualized plans are in place for all DDS individuals.
- Participates in established networking opportunities as identified.
- Identifies develops and expands community opportunities/relationships for our consumers that provide expanded opportunities for increased independence.
- Keeps current with professional skills required of the manager position on a regular basis through attendance at trainings, workshops, seminars, and online webinars.
- Participates in community education and/or marketing activities associated with Easterseals vocational rehabilitation and overall agency services.

- Ensure timesheets are completed timely and accurately.
- Perform other related duties as required.
RESOURCE MANAGEMENT
- Control operating expenses in compliance with budget. Provide continuous analysis and reports on variations from established budgets.
- Responsible for the planning and preparation of revenue and expense projections covering all financial and human resource costs consumed by assigned areas including, capital equipment, operating budgets, personnel budgets and other expenses.
- Monitors and regulates all expenditures to achieve established budgetary goals.
- Provides information and leadership to department personnel in the implementation and monitoring of action plan items associated with the organization’s strategic plan.
- Plan, organize and direct work of subordinate unit; define expectations and deliverables; establish procedures, practices, and standards; hire staff appropriate to the position; monitor deliverables and productivity; identify and address deficiencies.
- Recommend, implement, and communicate operating policies and procedures to all subordinates on an on-going basis.
- Provides information and leadership to department personnel in the implementation and monitoring of action plan items associated with the organization’s strategic plan.
- Through collaboration, develop and recommend best practices; oversee implementation of practices and programs. Identify and recommend opportunities for improvement of services provided. Encourage positive response to new opportunities, new technology and changes in the not-for-profit environment.
STAFF MANAGEMENT
- Interview, select and on-board new staff to ensure a successful transition into the department.
- Provides training consistent with current and future job requirements.
- Function as mentor/preceptor for staff members through lectures, hands-on demonstrations, and coaching.
- Foster an environment conducive to on-going learning and education.
- Provides ongoing training to the Community Living Specialist (CLS) and Community Living Coordinator (CLC).
- Oversees CLC and CLS’s mileage and payroll
- Provides on-site support/monitoring of staff and individuals as needed.
- Provide on sight pop up visitations during first, second and weekend shifts on occasion.
- Promotes employee engagement through excellent communication, reward and recognition, development of leaders and staff, and involvement in program operations.
- Sets high but attainable standards and demanding expectations for self and subordinates to continuously challenge the current standards. Develop performance plans for all direct reports
- Provide individual and business unit performance feedback to subordinates on a regular and timely basis through day to day conversation and formal performance reviews in accordance with Easterseal’s guidelines.

- Ensure adherence to all policies and procedures and the organization’s Purpose Statement.
- Maintain knowledge of and adherence to legal and regulatory requirements and includes information in ongoing employee education.
- Participate in the development and implementation of new programs, protocols, and processes.

- Responsible for continuously assessing current operations to determine the need to expand, contract or eliminate current product lines based on changing market conditions and presenting sound and well-supported recommendations to his or her supervisor.

- Maintain and enhance the image of the organization with municipal agencies and the general public through active participation in community and industry affairs; encourage subordinates to participate actively in local, state, and national affairs, as they pertain to the organization.
- Must be knowledgeable of the current market conditions and competitor strategies and react to any changes that could impact market share and/or negatively impact customer relations.
JOB KNOWLEDGE
- Skilled to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives and manage a budget.
- Demonstrates knowledge, technical skills and conceptual expertise in the implementation of human service case management services.
- Clear and effective written and verbal communication skill.
- This position may be authorized to have access to protected Health Information (PHI) to perform specific job duties.
SKILL REQUIREMENTS
- Valid driver’s license, good driving record as deemed by the agency’s liability broker.
- Must have a smart phone capable of completing electronic documentation shift notes in Therap, Outlook, ADP for time and attendance, EVV and other work-related applications as required (i.e. Skype, Facetime for communication with your manager).
- Certification of CPR & First Aid, PMT, and all other required state trainings within required timeframe.
- Must have personal vehicle to attend external meetings, site visits, etc.
- Eligible to obtain DDS medication certification based upon program needs.
- Strong organizational skills to manage priorities, meet deadlines and plan effectively.
- Manage and maintain a delegated budget for service’s delivered (i.e. mileage, recreational budget).
- Clear and effective communication skills.
- Excellent problem-solving skills.
- Self-directed with ability to prioritize workload.
- Strong computer and tablet skills with knowledge of Microsoft Suite, i.e. Word, Excel, PowerPoint, Yammer, Email.

EDUCATION
- Bachelor’s Degree in Human Services or Rehabilitation Therapy related field required.
EXPERIENCE
- Minimum one year experience in a leadership position required.
- Minimum of 2 years knowledge in Human Services, Case Management or job development required.
- Experience with individuals with disabilities funded through the Department of Developmental Services preferred
- Familiar with the Greater Waterbury Region
- Preferred experience with In Home Supports/Residential Services/Group home management
- Experience with writing DDS required reports
- Experience with Therap preferred
