Job Description:

The Program Analyst will provide expertise for the application of budgetary laws, regulations/instructions, policies, methods, and techniques to support our government client. The Program Analyst will conduct the following activities to assist our government client with maintaining, tracking, reporting financial information, and conducting cost-estimating efforts as well as assist with the formulation, development, and execution of budgets.

In this role, you will be responsible to assist with the following program/project tracking support:

  • Assist with maintaining up-to-date status and progress of command programs and projects, through periodic and formal reviews as well as reports and informal meetings.
  • Assist with responding to queries from internal and external sources.
  • Assist with providing data to support sound strategic business decision-making.
  • Create and modify documentation to support program reviews.
  • Create briefings and reports for reviews to assist CPMs.
  • Assist with maintaining up-to-date status and progress of command programs and projects through periodic and formal reviews as well as reports and informal meetings.
  • Advise and assist USCYBERCOM with preparing and presenting DoD program decision briefings for Overarching Integrated Product Teams (OIPTS), Acquisition Resource Baselines (ARBs), and Quarterly Program Reviews (QPRs).
  • Advise and assist with the preparation, implementation, and management of program strategies for Command programs.
  • Advise and assist with developing and managing programs and PMPs to include the reporting of program activity for command programs.
  • Assist in providing responses to mission impacts, acquisition cycles, improvement processes, and resource utilization.
  • Assist with developing program plans and documentation, generating and executing program budgets/funding, creating, and maintaining program schedules, tracking program status, planning and managing procurement and contract activities, managing and analyzing program risks, and supporting program acquisition activities.
  • Assist the CPMs with the overall planning, coordination, and execution of activities by creating program/project documentation, executable work packages, and planning packages to include preparation, coordination, and modification of program processes, publications, program/project level reports, briefings, and senior management support products.

Qualifications

  • Active TS/SCI w/ CI Poly required.
  • Bachelor's degree in relevant field and minimum of 3 years of related experience (In lieu of Bachelor's degree, an Associates degree with an additional 4 years of experience may be substituted).
  • Understanding of DoD JCIDS process which is mirrored in USCC CCIDS process.
  • Excellent written and verbal communications skills with knowledge and ability to utilize appropriate grammatical skills at a professional level.
  • Ability to prioritize daily, weekly, and monthly projects and meet deadlines
  • Familiar working with technical professionals and other SMEs.
  • Ability to effectively work independently with a willingness to accept direction as needed.
  • Experience with Microsoft Office Suite products, USCYBERCOM's Requirements Management System, Workflow Management System, and Microsoft SharePoint 2010 (preferred).
  • Experience working in a complex cyberspace operation and/or multi-stakeholder environment (preferred).
