Engineering Manager
Reports To:
Project Manager
1. Summary
The Engineering Manager is responsible for all engineering and design activities on theĀ engagement and assists the Project Manager.
The Engineering Manager is primarily responsible for
ļ· scope definition
ļ· engineering planning and the sequencing of engineering activities
ļ· engineering resource planning, onboarding and demobilisations
ļ· technical leadership, integration of disciplines, and resolution of issues
ļ· engineering quality
ļ· Safety in Design
ļ· ensuring all engineering deliverables are delivered in accordance with theĀ engineering processes and procedures
ļ· engineering design tools
ļ· delivery of all technical deliverables to achieve the project objectives within theĀ specified timeframe and budget.
The Engineering Manager reports to the Project Manager and provides direction to AreaĀ Engineers and Discipline Leads and Discipline Engineers on engineering related matters.
2. Key Responsibilities
The Engineering Manager has the following key responsibilities in engagement planning,Ā setup and execution:
2.1 Planning
Planning is part of the engagement control baseline and documented in the clientĀ agreement. The Engineering Manager needs to ensure with Project Management, that
the following planning baseline information is in place and reflected in the Proposal,Ā Engagement Work Plan or Engineering Execution Plan:
ļ· Scope of engineering services defined as part of the engagement work plan orĀ engineering execution plan
ļ· Scope of facilities
ļ· Roles Assignment (RACI) matrix for engineering scope of services
ļ· Engagement work package (EWP) register with budget, schedule and scope thatĀ aligns with scope of engineering services and scope of facilities
ļ· Deliverables list and association of deliverables with EWPs
ļ· Engineering schedule and resource plan at EWP level, aligned with overall projectĀ master schedule. Each EWP must be assigned with plan start and end dates, and
sequenced with critical multi-disciplinary, vendor and client input dependencies
ļ· Engineering resource plan at EWP level, aligned with schedule and overall projectĀ budget
ļ· Defined Global Delivery Work Plan (e.g. what disciplines are done where, is it fullyĀ integrated teams working across all areas of the plant or are vertical packages being
handed over to different execution offices, etc.)
ļ· Engineering training plan with budget
ļ· Client requirements which can include asset tagging, design, specifications, approvalĀ process, handover, CAD and coordinate system requirements when applicable
ļ· Multi-disciplinary engineering workflows and methodologies documented in theĀ engagement workplan or engineering execution plan
ļ· Vendor package register requiring engineering input, defined including vendor scopeĀ of works, technical adjudication, technical quality assessment, factory acceptance,
etc.
ļ· Integrated engineering systems plan (feeding into engagement Digital Delivery Plan)
ļ· Engagement procedures manual.
2.2 Setup
The Engineering Manager needs to ensure the following setup processes are in placeĀ and completed in required timeframe:
ļ· Work Break Structure (WBS) with EWPs
ļ· Mobilization and onboarding of engineering resources
ļ· Design tools as identified in engineering plan (including 3D clash detection), in coordinationĀ with the IM/PAT team
ļ· Baselining of the engineering schedule
ļ· Release of engineering EWPs and Timesheet Charge Codes for the first period of theĀ engagement
ļ· Facilitation of establishment and/or updating of design criteria and standards, also ensuringĀ consistent use of codes and standards, regulatory requirements, units of measure, etc. by allĀ disciplines
ļ· To the regional engineering leads, engineering resource requirements and schedule
ļ· EWP breakdown including budgets, schedule and deliverables
ļ· To the engagement discipline leads and engineering team:
ļ· Engagement workplan or engineering execution plan
ļ· Engagement procedures manual
ļ· Statement that all deliverables are required to be formally checked and recorded.
2.3 Execution
The Engineering Manager needs to:
ļ· Contribute to the development of the Project Execution Plan (PEP) together with theĀ project leadership team (including procurement, project controls, construction, and
commissioning), and allocate roles and responsibilities.
ļ· Coordinate the engineering budget for the next phase when required.
ļ· Provide input into the engagement monthly report with respect to design progress,Ā actual cost against budget, earned progress against plan, issues of concern and
recommendations when required to achieve overall objectives.
ļ· Coordinate with Procurement, Construction, Environmental, Safety andĀ Commissioning personnel early in the design effort to obtain their input and conduct
any necessary reviews.
ļ· Make contact with client management at key points throughout engagement toĀ ensure that engineering deliverables meet client requirements.
ļ· Regularly review and appraise the structure of the engineering engagement team inĀ terms of its ability to meet short- and long-term objectives, and institute appropriate
changes.
ļ· Ensure that engineering systems and 3D intelligent design environment is effectivelyĀ and properly used and the engagement complies to Hatchās minimum digital
standards as accessed from the engagement specific delivery site.
ļ· Assume responsibility for the engineering administrative function, directing AreaĀ Engineers, Discipline Engineers, Project Engineer, Layout and BIM Coordinators and
other engaged groups with inter-related engineering responsibilities.
ļ· Direct and review the engineering activities to ensure that work quality is satisfactoryĀ and appropriate technical personnel development programs are conducted.
ļ· Involve specialist technical expertise from within Hatch or externally as necessary.
ļ· Raise safety awareness and ensure the design for safety principles are applied.
ļ· If Piping and Instrumentation Diagrams (P&IDās) are part of the scope of services:
ļ§ Assign an appropriate P&ID coordinator.
ļ§ Ensure P&ID checklist is signed off by all relevant parties for the specific phaseĀ of the engagement.
ļ§ Ensure that if the P&ID system is fully intelligent, it is aligned with asset registersĀ like equipment list, line list, valve list and instrument list.
ļ§ Ensure HAZOP review is conducted and mitigation items are addressed.
ļ· Ensure required technical risk and safety assessments are conducted.
ļ· Arrange and facilitate design reviews and participate as required in engineering,Ā management and construction reviews.
ļ· Ensure clash detection is applied and clash exceptions are closed out.
ļ· Ensure technical design calculations are stored in the engagementās ElectronicĀ Document Management System (EDMS) consistently across all engineering
disciplines.
ļ· Coordinate quality audit verifications to ensure compliance with all relevantĀ engineering standards, minimum digital standards, internal procedures for all design
activities and that corrective actions are being instigated as required.
ļ· Cooperate with the Global Engineering Practice of other regions as directed onĀ matters involving sharing of available expertise and knowledge.
ļ· Lead and promote the change management process.
ļ· Lead the engagement technical review process (governance, quality reviews andĀ audits, gate review).
ļ· Communicate changes to the baseline information and to the identified stakeholdersĀ as defined in Section 2 Planning Phase.
ļ· Contribute to/participate in Value Improvement Practises activities as required.
ļ· Develop Progressive Learnings for engineering scope as a feed into overallĀ Progressive Learning.
3. Qualifications and Experience
3.1 Essential
ļ· BSc/BEng degree in an engineering discipline
ļ· Registration as a Professional Engineer with the governing authority, in the regionsĀ where it applies
ļ· Typically, 12 yearsā experience in a multi-disciplinary environment
ļ· Typically, 3 yearsā experience in managing design engineering teams working
ļ· An extensive technical knowledge of engineering systems, design, applications ofĀ engineering processes and materials, and engineering applications of current
engineering technologies
ļ· General knowledge of industry, regulatory standards and codes, and design criteria inĀ engineering disciplines
ļ· Ability to plan, coordinate and organise at an advanced level
ļ· Comprehensive knowledge of project planning, controls and understanding of multidiscipline interdependencies
ļ· Knowledge of 3D model/drawing production and document control methodologies
ļ· Knowledge of earn value management, progress assessment and engineering controlĀ strategies
ļ· Ability to adapt to constant change and accommodate high pressure situations toĀ support the team in meeting project objectives
ļ· An extensive knowledge of administrative practices and strong communication skillsĀ across all levels including client representatives
ļ· Ability to manage relationships with key stakeholders involved in the project (includingĀ internal and external clients)
ļ· A high degree of understanding of procurement and contracting, construction andĀ commissioning methodologies as related to the discipline
ļ· Ability to lead, motivate and inspire others, transfer expertise, and provide a coachingĀ role to others in terms of best practice
ļ· Ability to handle complex problem-solving tasks, applying appropriate analysis andĀ consideration of high-level technical detai
