This position provides independent construction inspection and technical support for water supply infrastructure projects, ensuring construction activities comply with plans, specifications, approved submittals, engineering standards, safety requirements, and project objectives. The Engineering Technician VI will perform field inspections, monitor contractor activities and safety compliance, assist with resolving technical and constructability issues, review contract documentation, support budget monitoring, and maintain detailed construction records. The position will also serve as a liaison among project personnel, Tribal representatives, project sponsors, consulting engineers, and construction contractors. Extensive experience with civil construction, rural water supply systems, water conveyance infrastructure, federal construction, and field inspection is strongly preferred. Essential Functions Construction Inspection & Compliance Perform field inspections of construction contractor activities to verify compliance with project plans, specifications, approved submittals, referenced standards, and accepted engineering and construction practices. Become thoroughly familiar with construction plans, specifications, contract documents, referenced standards, and approved submittals. Serve as an on-site project representative while recognizing that the Engineering Technician does not have contractual authority to direct the construction contractor's performance. Monitor construction methods, materials, equipment, and workmanship for conformance with project requirements. Review contractor submittals and provide technical comments and recommendations. Immediately report construction activities that do not comply with approved plans, specifications, or project requirements. Technical & Engineering Support Apply practical knowledge of civil engineering concepts, principles, and practices related to rural water supply systems, water control structures, and water conveyance infrastructure. Review plans and specifications and provide recommendations regarding technical and constructability considerations. Assist in resolving design problems and field conditions using established engineering methods and practices. Provide technical review of construction and contract documents. Support the preparation and review of proposed contract modifications and associated documentation. Assist in ensuring contract modifications and project documents comply with applicable agreements, requirements, and project objectives. Prepare technical correspondence and supporting documentation for project stakeholders. Construction Documentation & Reporting Prepare detailed written field reports documenting construction activities, equipment, personnel, progress, significant discussions, and safety issues. Maintain photographic documentation of construction activities. Caption construction photographs with the date, project title, contractor information, and a brief description of the activity shown. Prepare clear, concise, and technically accurate narratives for construction and engineering reports. Maintain accurate project records to support construction monitoring and contract administration. Keep project leadership informed of construction progress, technical issues, and significant field developments. Safety Monitoring Monitor contractor work activities for compliance with applicable construction safety standards and project safety requirements. Identify potential hazards associated with construction operations. Attend and actively participate in monthly toolbox safety meetings. Document safety meeting attendance and prepare narratives describing topics and issues discussed. Monitor changing field conditions that may require additional safety considerations. Comply with applicable project Safety and Health Standards and required Personal Protective Equipment (PPE) requirements. Project Coordination & Stakeholder Support Serve as a liaison among project personnel, Tribal representatives, sponsors, consulting engineers, construction contractors, and other project stakeholders. Communicate project developments and construction progress to appropriate project representatives. Assist with preparation of correspondence to Tribal representatives, sponsors, consulting engineers, and other stakeholders. Coordinate field inspection trips and project activities as necessary. Maintain professional communication with multidisciplinary project teams. Budget & Program Support Assist with the review of annual budget submittals and evaluate the reasonableness of projected construction costs. Support monitoring of program financial activities to help ensure available funding aligns with project construction capabilities. Immediately report construction activities that are inconsistent with approved annual budgets. Apply knowledge of construction methods, materials, equipment, and costs when reviewing project requirements and estimates. Training & GPS Support Assist with training entry-level engineers, technicians, and interns in engineering and construction standards and practices. Provide training and guidance in both office and field environments. Coordinate inspection trips to provide field experience for entry-level staff and interns. Support Global Positioning System (GPS) activities associated with rural water supply infrastructure. Operate GPS equipment and collect field information while traveling over uneven terrain in varying weather conditions. QualificationsQualifications Required Qualifications Associate or Bachelor's degree in Engineering, Engineering Technology, Construction, or a related field; equivalent relevant experience may be considered. Extensive construction inspection experience involving civil or water infrastructure projects. Practical knowledge of civil engineering concepts, principles, and practices applicable to rural water supply projects. Knowledge of water control and conveyance features and associated construction activities. Extensive knowledge of construction practices, methods, techniques, materials, equipment, and costs. Ability to inspect construction activities for compliance with plans and specifications. Knowledge of construction safety standards, regulations, and potential construction hazards. Knowledge and understanding of federal regulations and standards governing the Safe Drinking Water Act as applicable to rural water supply projects. Ability to review technical documents and prepare clear, logical, and understandable technical reports. Ability to work independently and effectively communicate construction progress and technical issues to project personnel. Education / Experience Equivalency Candidates must meet one of the following: Associate or Bachelor's degree in an engineering-related field, with appropriate construction experience; or Minimum of ten (10) years of experience in construction or a related field. Relevant experience may substitute for higher education, with approximately two years of applicable experience considered equivalent to one year of higher education. Preferred Qualifications Experience supporting federal construction or infrastructure programs. Experience with rural or municipal water supply systems. Experience with water conveyance and water control infrastructure. Experience coordinating with Tribal governments, project sponsors, consulting engineers, and multidisciplinary project teams. Experience reviewing construction budgets, cost estimates, and contract modifications. Experience training junior engineering or construction personnel. Experience operating GPS equipment for construction or infrastructure projects. Project locations may include Stanley, Haakon, Lyman, Jones, Jackson, Mellette, Pennington, Todd, Bennett, and Oglala Lakota counties. The position includes a combination of office and field responsibilities. Field assignments require working outdoors, walking over uneven terrain, and performing construction inspection activities in varying weather conditions. Physical Demands This position requires the ability to perform field inspections at active construction sites and rural infrastructure locations. Duties may include prolonged walking and standing, navigating uneven terrain, operating GPS equipment, and working outdoors in varying weather conditions. The employee must be able to safely wear and utilize required Personal Protective Equipment, including safety glasses, safety boots, a hard hat, and safety vest. Position Type / Expected Hours of Work Work schedules will be based on project and construction requirements. Field assignments and travel may result in workdays exceeding eight (8) hours. Individual workdays may extend up to approximately 14 hours when necessary due to travel distances and project requirements. Additional workdays may occasionally be required to accommodate project travel. Weekend work is generally not anticipated. Travel Regular travel to construction sites, pre-construction meetings, bid openings, and other project activities throughout South Dakota is required. Travel to project sites is anticipated at least once per week, with overnight travel potentially required at least once per month. Use of a government-furnished vehicle may be authorized for official project travel and may require appropriate training, certification, and execution of required vehicle-use documentation.
