Description of Work

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, with approximately 18,000 employees. It is responsible for ensuring the health, safety and well-being of all North Carolinians.

The Division of Human Resources (DHR) is responsible for strategic and tactical human capital management within DHHS including compliance with all federal and state rules and regulations affecting employee relations, recruitment/ selection, job evaluation, salary administration, benefits, workers compensation, safety, and core staff development.

This position serves as an HR Business Partner (HRBP) for the Office of Rural Health; specifically, the Rural Health Transformation Project. This is part of the new initiative and is a Time-Limited position.

As part of the Division of Human Resources, this position functions as a Human Resources Business Partner (HRBP) for the Rural Health Transformation Project (RHTP). Responsibilities will include providing strategic, consultative HR services to leadership, managers, and employees. The HRBP is an advisor and performance enabler who partners with business leaders to drive organizational effectiveness through people. As the first point of contact for complex human capital matters, the HRBP delivers high-impact HR solutions aligned with organizational business purpose, strategy, and culture. The HRBP liaises with HR Operational Services (HR Op Services) to provide information/data supporting recommended HR actions within the organizational portfolio and responds to questions and information needs to resolve issues. On occasion, the HRBP will perform operational actions to ensure the effective and efficient flow of all HR processes. The HRBP collaborates with the Center of Excellence (COE) to develop leading practices that can benefit the Rural Health Transformation Project. In addition, the HRBP actively engages with DHR leadership regarding RHTP initiatives and projects.
The HRBP reports directly to the DHHS Deputy HR Director – Divisions

This role engages in a full range of human resources services to include HR Consultation, Recruitment, Salary Administration, Performance Management, and Benefits Administration. Additionally, this role:

- Develops, evaluates, and implements plans and criteria for RHTP projects and activities
- Identifies, establishes, and tracks HR metrics that reflect data driven, comprehensive method for evaluating program effectiveness, as well as the competency gaps within of the organization.
- Provides reports of data and analysis to management to facilitate strategic decisions regarding human capital management and staffing trends.
- Advocates internal policy/procedure revisions.
- Negotiates policy exception requests and develop supporting documentation.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $63,927.00 - $111,871.00  

Recruitment Range: $63,927.00 - $95,099.00

  • Demonstrated knowledge of human resources principles and practices as an HR generalist or specialist in two or more core HR areas, coupled with a working knowledge of other HR areas

  • Demonstrated skill in providing HR consultation to managers and employees

  • Demonstrated ability to consistently and effectively interpret and apply a variety of Federal, State, or organizational HR policies and procedures

  • Proven ability to collaborate and engage with HR professionals and technical specialists

  • Demonstrated ability to communicate effectively (verbally and in writing) with a variety of employees at all organizational levels, both internal and external

NC Rural Health Transformation Program is a statewide program led by NCDHHS to transform rural health care delivery, improve health outcomes, and ensure sustainable access to care for nearly 3 million rural North Carolinians. The program is funded over five years by the Centers for Medicare & Medicaid Services (CMS).

The main goals of the program are to: 

  • Catalyze innovative health care models for rural communities by changing the way providers work together to care for patients in rural NC. 

  • Transform the rural care experience, building community-based clinical, behavioral, and social supports close to home. 

  • Create a sustainable rural health delivery system through underlying systems changes in rural workforce pipelines and care team models, and rural provider financial models.
