Role Overview

This is the experienced, journey-level position in the Family Services Specialist classification. Employees work under general supervision handling routine to mid-complexity casework across Adult/Adult Protective Services, Child Protective Services, and Foster Care/Adoption. Casework is periodically reviewed by a supervisor before case actions are implemented — distinguishing this role from the more independent FSS III.

Key Responsibilities

  • Interpret and apply laws, policies, and regulations across CPS, APS, and/or Foster Care/Adoption program areas
  • Conduct off-site visits to clients' homes, schools, and service provider locations; occasional overnight travel required
  • Interview and assess client strengths, needs, education/skill levels, and support systems
  • Provide crisis intervention services and administer standardized assessment instruments
  • Conduct family finding, home studies, and facilitate Family Partnership meetings
  • Develop and implement service plans; present cases to determine appropriate services
  • Provide court testimony and prepare related documentation
  • Monitor program compliance, track expenditures, and submit budget estimates
  • Coordinate with interagency and multi-disciplinary teams serving clients
  • Provide after-hours on-call emergency coverage; assist with emergency shelter setup as needed

Qualifications

  • Minimum Bachelor's degree in a Human Services field, or any Bachelor's degree plus 2+ years of relevant human services experience
  • BSW/MSW and a Virginia Social Work license preferred
  • Valid driver's license with a safe driving record required; must reside within a 1-hour commute of Winchester within 90 days
  • Bilingual English–Spanish preferred
