The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. MAJOR FUNCTION
The Utility Systems Reliability Supervisor (Mechanical) – oversees the operation, maintenance, and repair of mechanical systems at water and wastewater treatment facilities and lift station infrastructure within the utility department. This position ensures the safe, efficient, and compliant functioning of wastewater, reclaimed water and water systems, supervises skilled personnel, coordinates preventive and corrective maintenance programs, and supports capital improvement projects. The role requires strong technical expertise, leadership, and a commitment to public service. This position plays a key role in ensuring the reliability of essential utility services, regulatory compliance, environmental stewardship, and public health and safety.

ILLUSTRATIVE DUTIES
• Ensure compliance with local, state, and federal regulations related to utility operations.
• Supervises, leads, and oversees the system reliability department (Mechanical) maintenance, modification, repair, and service of lift stations, Water/Wastewater treatment plants and wells; supervises all electronic repairs and ensures quality; provides leadership, direction, and expertise for subordinates.
• Attends and participates in extensive and consistent meetings regarding safety, upcoming projects, communication, manpower, disciplinary actions, and training requirements.

• Creates and writes work orders; manages current work orders and ensures their completion; evaluates and reviews time and information entered on work order is accurate.
• Oversees and trains new and current employees on all aspects of maintenance and repair work for the department; prioritizes and schedules work assignments, provides performance reviews, and initiates disciplinary actions when needed; supervises, oversees, and ensures the quality of a regular preventative maintenance program.
• Inspects equipment and work to determine proper repair, service, and maintenance needs of station mechanical and electrical apparatus; identifies areas that need to be addressed, ensures appropriate work is completed, and facilitates the return to full operation; performs journeyman electrical work and mechanical duties for the department.
• Establishes, develops, and implements methods, standards, and procedures of repair; updates techniques and trains staff on appropriate application; monitors general industry trends and recommends changes where appropriate.
• Prepares daily records and paperwork to track all activities and work done; enters information into County Computerized Maintenance Management System (CMMS), tracks daily hours, notes locations, and reports on results; monitors employee work and ensures quality.
• Determines, procures, and disburses parts and equipment; obtains and secures quotes and bids for parts related to upcoming projects; tracks necessary purchases or material needs, and ensures successful purchasing for safety standards and successful completion of work.
• Performs other duties as assigned.
 

KNOWLEDGE, ABILITIES AND SKILLS
• Methods, practices, materials, and tools used in mechanical and electrical maintenance work
• Occupational hazards of mechanical and electrical work and pertinent safety precautions
• Operation and maintenance of blowers, pumps and motors
• Telemetry systems and electronic hardware
• Common hand and power tools
• Ability to utilize Microsoft Office programs, and other County computer systems
• Personnel management, training, and facilitation
• Strong Leadership and team management capabilities
• Proficiency in reading blueprints, maps, schematics, and technical manuals
• Hazards and safety precautions connected with the utility water treatment, booster stations, liftstations, and wastewater treatment systems
• Skilled in operating specialized equipment (e.g., generators, vacuum trucks, pumps hoist, forklifts)

• Equipment maintenance practices and methods
• Inspecting machinery and mechanical or electrical components; determining defects
• Training and guiding other system reliability operators
• Supervising subordinates and ensuring quality work
• General civil, mechanical and electrical engineering concepts
• Communicating effectively with staff, cross departments, contractors, and the public.
• Familiarity with Environmental Protection Agency (EPA), Department of Environmental Protection (DEP), Department of Health (DOH), Occupational Safety and Health Administration (OSHA) safety standards and local utility regulations.
• Ability to participate in rotating System Reliability department On-Call Supervisor Rotation Schedule
• Ability to fill in for the System Reliability Department Manager
 

MINIMUM QUALIFICATIONS
• Graduate of an accredited high school or possess an acceptable equivalency diploma.
• Five (5) years of experience (10,400 hrs.) in the utility infrastructure maintenance or industrial maintenance field with a minimum of two (2) years supervisory experience.
• Must have a Florida Wastewater Collections “A” Certification. Florida Department of Environmental Protection Wastewater, Water and/or Water Distribution treatment license can be considered.
• Must obtain the Certified Maintenance Reliability Technician (CMRT) Certification.
• Must have a valid driver’s license and be able to secure a valid Florida driver’s license within 30 days of employment.
• A comparable amount of related training or experience may be substituted for the minimum qualifications except for the licensing and certifications.

SPECIAL REQUIREMENTS
• Standby and on call rotation are required for general and emergency work in this classification.

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
