We are currently seeking an experienced professional to join our team in the role of Head of Regulatory Compliance, CIB Advisory & Policy Advisory
The Risk and Compliance function is a second line of defence (2LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses to ensure that they effectively manage as “Risk Owners” the risks inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the businesses. The Risk and Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk management framework.
The Head of Regulatory Compliance for HSBC Bank plc Guernsey Branch (HSBC.G) is an exciting Senior Management role responsible for ensuring HSBC’s operations in Guernsey are effective in identifying, managing and mitigating Regulatory Compliance risks. The role provides appropriate oversight, credible challenge and advice to senior stakeholders to support adherence to applicable local regulatory requirements and HSBC standards.
Alongside the Guernsey Branch accountabilities, this position also carries CIB (Commercial and Institutional Banking) Regulatory Compliance & Policy Advisory responsibilities, supporting CIB line management across CIIOM.

In this role you will:
- Articulate the Regulatory Compliance risks for HSBC Guernsey Branch (HSBC.G)Â and support senior management to ensure that all business is conducted in accordance with applicable legislation, regulatory obligations, codes of practice, compliant with HSBC principles, policies and procedures
- Provide regulatory advice to the CIB business to ensure clear understanding of compliance risk exposure with respect to clients, transactions and products
- Be responsible for second line governance of Regulatory Compliance risk exposures, providing SME analysis, reporting governance to CIIOM senior management that is independent of the first line of defence, maintaining an objective assessment of risk exposure
- Partner with the Head of Regulatory Compliance, CIIOM and relevant key stakeholders across CIIOM, and other colleagues on all material compliance related matters
- Lead, support and manage the HSBC.G and CIIOM CIB Regulatory Compliance teams, establishing clear guiding principles and delivering operational objectives, with a strong focus on developing team capability through coaching, structured development plans, and succession/talent management.
- Influence regulatory activity in a proactive and innovative approach to risk management, supporting internal business stakeholders and governance to ensure the overall environment in which entities operate is fully compliant
- Fostering excellent relationships with local regulatory authorities and external professional bodies, and act as one of the primary regulatory contacts in Guernsey.
- Supporting effective compliance with HSBC Policy implementation and working with compliance risk stewards to oversee gap analysis and successful implementation
- Supporting the oversight and development of CIIOMs approach to Conduct Risk, working with risk stewards to increase awareness of Conduct Risk and embed the HSBC approach to Conduct Risk management

To be successful in this role you should meet the following requirements:
- Robust level of Compliance and financial services knowledge and experience, including knowledge and practical experience of CIIOM regulatory environment
- Proven people management experience, with the ability to motivate and develop personnel in a complex, challenging and constantly evolving environment, and demonstrable experience leading and managing a Regulatory Compliance function
- Ability and drive to elevate standards and enhance regulatory compliance culture across the businesses
- Experience of effectively managing relationships with regulatory authorities and external auditors
- Strong interpersonal skills, including confidence and ability to interact and negotiate with executive management; as well as good oral and written communication skills
- Being solution focused and commercially aware
- Proven analytical and reporting skills, together with the ability to support decision making
