Ensuring the adherence to the SWAN guidelines and the quality and timely submission of the services provided to children and families. Advances Delta’s Mission and Values Reports to: Director of Family Services Principal Duties and Responsibilities To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Monitor staff and consultant caseloads and assign SWAN referrals appropriately. Review all staff and consultant SWAN documents for quality completion and submit to appropriate county agency. Provide necessary support to staff and consultants to assist in the completion of services. Provide leadership and expertise to problem solve issues beyond the scope of a staff member or consultants skills. Ensure the timely and accurate completion of the SWAN benchmarks. Review and approve consultant invoices for SWAN services completed. Request and track Child and Family Profile file reviews and additional documentation for consultants from outside agencies such as DHS Law Dept, School Districts, CUA, medical and dental providers, behavioral health providers, etc. Provide file review documents to consultants. Attend mandatory SWAN and Delta Agency meetings and trainings. Follow up with the county for payment certification for SWAN service. Complete monthly billing in the SWAN Portal and provide final invoice to the Executive Director and Delta Accounting staff. Complete monthly SWAN Late Services report and provide a copy of the report to the agency's SWAN RTA. Implement organizational and managerial policy and assist in its development. Interpret the operations of the agency to other agencies, local and state officials, the general public and to potential individuals. Maintain compliance with Federal and State laws and County regulations Confer with legal counsel as needed. Hire, orient in the Delta procedures and policies, supervise and evaluate staff and consultants. Train staff in the Federal and State laws and county regulations, and SWAN guidelines. Hire, train and monitor the performance of staff in sound social work practices. Review and approve personnel actions for employees. Remain competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as directed by the Director. Promote continuous quality improvement projects and ongoing performance measures. Perform other duties as assigned. Qualifications Requirements Knowledge of child welfare systems, SWAN services and community resources Knowledge of trauma-informed care and implications for caregivers Demonstrate strong assessment and documentation skills Basic knowledge of impact of substance abuse, sexual abuse, physical abuse, domestic violence, community violence, homelessness, poverty, etc. on child development and implications for caregivers Demonstrate effective crisis management skills Ability to form collaborative working relationships with diverse populations, including working with individuals of diverse cultures, ethnicities, gender, age, sexual orientation, socioeconomic status, religion, education background, etc. Ability to read, write and speak English; perform arithmetical calculations Ability to use excellent oral and written communications skills Demonstrated commitment to diversity, equity and inclusion Ability to prioritize responsibilities and delegate duties to others Ability work effectively with people, facilitating their growth and development Ability to use acquired knowledge of supervisory and administrative principals and methods Ability to use telephone, voice mail, copier, facsimile machine, calculator and other office equipment Fully proficient in Microsoft Office, software used in social services applications and the ability to learn new and emerging technologies Position Qualifications Bachelors in Social Work, Psychology, Human Services, Counseling or Criminal Justice required. 1-2 years experience with knowledge of SWAN Services, Foster Care System, CUA, PA DHS and DHS regulations preferred. Master’s Degree in Social Work, Psychology, Human Services, Counseling or Criminal Justice preferred Experience working with families and children in community-based and home-based settings Current PA Child Abuse, FBI and Criminal Clearances as well as child abuse clearances from any state lived in the past 5 years Valid driver’s license in the state of residence.
