Housing Development Corporation MidAtlantic (HDC) is currently seeking a Full-time Maintenance Technician for Wyndamere Apartments (York, PA) and New Freedom Apartments (New Freedom, PA).

Position Summary:

The Maintenance Technician I plays a vital role in delivering safe, high-quality, and welcoming homes for residents across HDC MidAtlantic’s affordable housing communities. This position is responsible for the day-to-day maintenance, repair, and readiness of assigned properties while contributing to a consistent, resident-centered experience across the portfolio.

Working under the direction of the Community Manager, the Maintenance Technician I ensures that communities meet HDC’s standards for safety, curb appeal, and operational performance. This role reflects HDC’s commitment to housing stability and dignity by delivering responsive, reliable, and trauma-informed maintenance service that residents can trust.


Essential Duties and Responsibilities:

Resident Experience

  • Serve as a responsive, respectful, and professional point of contact for residents’ maintenance needs, delivering service aligned with HDC’s Core Values. 
  • Communicate clearly and courteously with residents regarding unit entry, scheduling, and completion of work orders. 
  • Complete work orders promptly and efficiently (within 24 hours for emergency and 3 days for non-emergency), ensuring high-quality outcomes and resident satisfaction. 
  • Approach all resident interactions using a trauma-informed and solutions-oriented mindset. 
  • Deliver service that contributes to achieving 85% resident satisfaction, ensuring maintenance interactions are timely, and that residents are treated with dignity and respect, and aligned with HDC’s values and standards of excellence.
  • Participate in on-call rotation and respond to emergency maintenance needs in a timely and professional manner.

Property Standards

  • Maintain the physical condition of the community in alignment with HDC’s maintenance standards, safety protocols, and expectations for cleanliness and curb appeal. 
  • Responsible for preventive maintenance activities to reduce emergency repairs, extend asset life, and support long-term property performance including routine inspections to identify maintenance needs, safety concerns, and potential risks.
  • Ensure all work performed meets HDC quality standards and contributes to consistent property conditions across the portfolio.

Unit Turnovers 

  • Prepare vacant units for occupancy by completing inspections, repairs, and make-ready activities within established timelines (Full time Tech – 8 days/ Part time tech 14 days). 
  • Collaborate with the Community Manager to prioritize unit turns and meet occupancy and re-rental goals of 30 days. 

Technical Maintenance

  • Responsible for performing a variety of maintenance tasks including painting, drywall repair, plumbing, minor electrical troubleshooting, and general building upkeep.
  • Identify and address property maintenance issues, equipment concerns, and safety hazards.

Operations

  • Maintain appropriate inventory levels of supplies and tools to ensure timely service delivery.
  • Purchase and utilize materials, supplies, and vendor services using standard purchase order procedures efficiently to support cost-effective operations and manage maintenance related expenses to meet property budgets. 
  • Communicate cost concerns, trends, or risks to Community Managers to support financial performance.
  • Coordinate with approved vendors as needed and ensure vendor work meets HDC quality standards.
  • Collaborate with Community Manager, Regional Manager, and Facility Manager to execute on planned Capital Expense projects

Team Collaboration

  • Collaborate with Community Managers, Regional Managers, and Resident Services to support overall property performance and resident well-being.
  • Maintenance Technician I may provide temporary relief coverage for staffing vacancies within their region, as needed.
  • Perform all other duties as directed by the Community Manager.


Education, experience, and special requirements:

  • Position requires a high school diploma or equivalent, along with a valid driver’s license.
  • Some hands-on maintenance experience preferred; technical training or coursework in plumbing, carpentry, HVAC, or a related trade is a plus.
  • Ability to manage multiple priorities and respond to changing operational needs.
  • Required to follow on-call rotation.
  • Strong attention to detail, reliability, and the ability to manage multiple tasks and priorities.
  • Good communication skills and a respectful, customer service-oriented approach when working with residents.
  • Must be open to learning property management software and standard maintenance technology.
  • Successful completion of drug screening and criminal background check.

Normal work environment:

  • Work environment will be indoors and outdoors, including hazardous conditions, and will require occasional travel.
  • Requires vigorous physical demands; lifting up to 50 pounds, continuous standing, bending, walking, and lifting.
  • Requires travel within the region to support multiple communities as needed.
