Senior Operations System Analysis (ORSA) JTLS-GO

Clearance: TS/SCI 

On site 5 days per week with flexible telework as directed by the USG 

Travel: 25%  

Duty Description:

• Conduct advanced operations research, mathematics, statistical analysis, and related analytical work in support of Department of Defense operational testing and evaluation.
• Provide technical advice to military and Government stakeholders on requirements, methodologies, test design, joint studies, and operational evaluation approaches.
• Support the development of problem statements, test issues, measures, analytical methodologies, and evaluation strategies for Joint Test and Evaluation projects.
• Apply experience in test design, execution, and evaluation within the DoD operational testing and evaluation environment.
• Advise on the development of quantitative and qualitative analysis methodologies for operational testing and evaluation efforts.
• Provide oversight and technical guidance to test teams on process modeling, issue identification, measure determination, and evaluation planning.
• Support problem decomposition, concept development, test design, data analysis methods, and evaluation plan development.
• Advise and assist in the development of dendritic decomposition and the determination of operational measures of effectiveness.
• Conduct technical reviews of test plans, test documentation, analytical products, and evaluation materials.
• Perform risk assessments, identify test limitations, and support the development of risk mitigation strategies for joint tests and evaluations.
• Manage multiple projects, priorities, and stakeholder requirements in a fast-paced operational environment.

Requirements

Qualifications: 

Master's Degree in a technical field (math, science, engineering, computer programming, or technical related field with Operations Research-related emphasis), if the Master's Degree in a non-technical field may be substituted with 10 years of test and evaluation experience

Experience:  

minimum of 5 years of test and evaluation experience 

10+ years of military or government civilian experience 

Experience in the development of test and evaluation plans 

Experience with application of statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and human factors test and evaluation methods.
