Job Title: Capital and Projects AccountantLocation: Hybrid (Kidlington)Contract Type: Temporary – Initial Duration with Potential ExtensionHours: Full TimeRate: PAYE £31.20 per hour | Umbrella £42.16 per hourStart Date: ASAPAbout the Role: Service Care Solutions is recruiting on behalf of a leading police force for a qualified Finance Business Partner to play a pivotal role in delivering robust financial oversight and strategic guidance across capital projects. The role is a hybrid position, with 1–2 days per week in the office (Wednesdays required). The first week will be fully office-based to ensure a strong induction into systems and processes.This is an exciting opportunity to lead on the financial management of high-value, strategic capital projects—contributing to improved service delivery and value for money across policing operations.Key Responsibilities:
  • Deliver comprehensive monthly project reporting to business units, governance boards, and corporate finance.
  • Collaborate with Project Managers to maintain robust financial forecasting and capital planning.
  • Lead on the financial sign-off and assurance of business cases to ensure value-for-money investment decisions.
  • Own and manage the Fixed Asset Register to support year-end close and compliance with accounting standards.
  • Develop and maintain the Medium-Term Capital Plan (MTCP) aligned with strategic policing objectives.
  • Lead on the development, communication, and training of capital policies and project-related financial procedures.
  • Act as primary liaison for external audit queries related to capital and project expenditure.
  • Support procurement and commercial activities, ensuring contracts represent value for money.
  • Support scenario planning, forecasting, and risk analysis using advanced Excel modelling.
About You:Essential Criteria:
  • Fully qualified accountant (CCAB, ACCA, or equivalent).
  • Experience working in a business partnering capacity (70–80% of the role).
  • Proven experience in financial reporting, forecasting, and capital accounting.
  • Excellent Excel and data analysis skills; experience in scenario modelling and risk forecasting.
  • Strong communication and stakeholder engagement skills—particularly in presenting at governance level.
  • Experience working alongside IT departments or within tech-heavy project environments.
  • Ability to work under pressure, manage competing priorities, and meet tight deadlines.
Desirable:
  • Previous experience within policing or wider public sector organisations.
  • Familiarity with project and capital funding within large, complex organisations.
