Belmont Recruitment are currently looking for a Transformation and Change Business Analyst to join Bradford Council on an initial 3 month temporary contract. This is a full-time role working 37 hours per week, Monday to Friday.
We are seeking an experienced and proactive Payroll Service Review Analyst to support a comprehensive review of our payroll service, processes and systems. This role is ideal for someone who thrives on improving operational efficiency, driving transformation, and delivering sustainable change within complex public sector environments.
Key Responsibilities:

Lead a full review of current payroll services, including end-to-end process mapping, value stream analysis and customer journey reviews.

Identify inefficiencies, waste and key areas of cost or volume to prioritise high-impact improvements.

Collaborate with the service team to explore and evaluate future opportunities, including digital innovation.

Design and document an improved future-state operating model, including streamlined processes and technology recommendations.

Engage with key stakeholders across departments to gather insights, validate findings, and ensure practical implementation.

Provide robust analysis of payroll data to identify trends and inform improvement strategies.
About You:
You will bring a track record of successful business analysis and process improvement, ideally within payroll or HR functions. Your skill set will include:

Demonstrable experience in business analysis with a focus on process mapping, redesign, and implementing improvements.

Strong knowledge of LEAN methodologies and proven ability to lead change initiatives.

Proficient in analysing payroll data and deriving actionable insights.

Clear, confident communicator able to engage both technical and non-technical stakeholders.

Experience contributing to system upgrades or implementations.

Understanding of local government payroll systems, policies, and procedures.

Previous experience in the public sector or large-scale organisations is highly desirable.

Relevant professional qualifications (e.g. BCS, CBAP, or payroll certification).

Familiarity with Agile, Prince2, or other recognised project management approaches.
