Head of Regulation & Assurance

£71,000 up-to £76,000 per year

As Head of Regulation and Assurance, you will act as senior leader for regulatory compliance, whilst constructively challenging other senior leaders on their strategic risks, governance and assurance. This is an exciting opportunity to further embed these key areas across the business and join a strong and forward thinking senior leadership team, providing assurance to the Board and Executive along the way.

Duties include:

  • Provide strategic leadership for the Governance and Assurance function through effective communication, constructive challenge, forward planning and performance focus.
  • Put our customers first in the delivery of services whilst driving efficiencies and value for money where possible in line with our Corporate Strategy and annual plans.
  • Deputise for the Company Secretary on company secretarial matters.
  • Establish a clear and robust assurance framework for the organisation which identifies the different levels of assurance whilst scrutinising and challenging evidence provided as the 'second line of defence'. This includes leading the annual regulatory self-assessments process.
  • Help keep the organisation 'safe' by ensuring legal and regulatory compliance, timely submission of regulatory returns and keeping statutory registers up-to-date, as well as reporting to the Board and Committees on our position including our annual regulatory self-assessments.
  • Senior leader and advisor in ensuring internal compliance with our governing instruments including Articles, Terms of References, Standing Orders and Financial Regulations.
  • Be aware of sector policy changes within the sector and coordinate / support the organisation in preparing its response to such changes including responses to regulatory consultations.
  • Constructively challenge the Executive and Senior Leaders on strategic risks, ensuring the Strategic Risk Register reflects such discussions and is aligned with our Corporate Strategy and Board reporting.
  • Review the Board risk appetite statement and lead horizon scanning sessions with senior leaders including the reporting of other significant business risks, providing assurance up to the Board and Board Committees as a result.
  • Lead in the development of the Statement of Internal Control - working with the Executive and other senior leaders to ensure an effective system of internal control is in place and reporting on this to the ARC.
  • Monitor, investigate and escalate any (potential) conflicts of interest and financial losses as a result of fraudulent activity.
  • Monitor and report on performance across the governance and assurance functions through KPIs, including internal audit and risk actions, business continuity, insurance claims, and governance compliance.
  • Ensure the review and implementation of the Board effectiveness framework including Board development and training programme (including annual skills assessment and appraisals), succession planning, and external governance reviews.
  • Always instilling high standards of professionalism, delivery, behaviour and values across all aspects of interactions.

Requirements

  • Advanced Certificate in Corporate Governance or relevant substantial governance experience working at a senior level. Chartered Secretary status is desirable or at least working towards this.
  • Substantial senior level experience in governance and within a regulated environment. Senior level experience in risk management is desirable.
  • Proven experience of preparing and presenting reports to the Executive, Board Committees and Board of Directors
  • Attention to detail and the ability to work as a team player.
  • A positive outlook with an ability to prioritise and work at a face pace.
  • Experience of managing teams and flexibility to work out of hours as and when needed.
  • Strong organisational and inter-personal skills with the ability to multi-task and priortise workload.
  • Ability to interpret legislation, regulatory requirements and complex policy documents and advise colleagues in a simple yet effective way.
  • You will be commercially minded and able to contribute to the wider business strategy as well as ensure Value for Money through effective contract and budget management.
  • The ability to think strategically, creatively and problem solve.
