REED Procurement have partnered with a Public Sector organisation based in Cardiff whose Procurement Team have been commended for their strategic and collaborative work in recent Wales awards! They are looking to expand that team and hire an experienced Procurement Strategy & Policy Manager to sit within the Commissioning and Procurement function.

Job Purpose: Lead and manage all Commissioning and Procurement strategies, policies, procedures, and supporting technology, ensuring all changes are approved subject to compliance with governance arrangements.

Responsibilities:

  • Lead the Strategy and Development Team.
  • Support the development of Commissioning and Procurement strategies.
  • Act as Communications and Media liaison for Commissioning and Procurement.
  • Serve as the collaboration lead and contact for external partners.
  • Champion sustainability, driving economic, social, and environmental agendas.
  • Advise and support category teams in developing commissioning strategies.
  • Quality assure Commissioning and Procurement products before seeking authorisation.
  • Ensure compliance with risk management approaches.
  • Apply appropriate governance arrangements to change initiatives.
  • Research and apply best practices in category management.
  • Lead and coordinate project teams with diverse backgrounds.
  • Project manage the delivery of change initiatives.

Experience Required:

  • Knowledge and understanding of UK Public Sector Procurement Policies.
  • 3+ years' worth of experience working within Public Sector Procurement.
  • Knowledge and experience of working with eProcurement systems.
  • Knowledge and understanding of the Public Contract Regulations 2015, the Procurement Act 2023 and Social Partnership and Public Procurement (Wales) Act.
  • Experience of managing a wider team and working cross functionally with a wide range of departments. 
  • Working towards your CIPS qualification.
