Panoramic Associates are supporting a local authority in the South West in their search for an Interim Head of Housing Technical Services to lead on the strategic delivery of housing asset management, capital works and compliance.
Contract Details:
- 600 per day (umbrella)
- 3 days on-site
- Initial 6-month contract
- Inside IR35
Key Responsibilities:
- Provide strategic leadership to the housing client technical services team, overseeing stock condition surveys, compliance, and capital investment.
- Work closely with the Housing Operations team to ensure delivery against KPI targets, compliance with health and safety regulations, and value-for-money repairs and capital programmes.
- Lead on the development and regular review of the Housing Asset Management Plan, Client Annual Delivery Plan, and the 30-year HRA Business Plan.
- Ensure operational readiness for Housing Regulator inspections and adherence to Housing Consumer Standards.
- Act as the lead technical consultant to senior leadership, offering expert advice across all areas of housing asset management and compliance.
Experience Required:
- Significant senior-level experience in housing asset management, technical services, or property compliance within a local authority or social housing provider.
- Strong understanding of the HRA financial framework and long-term business planning.
- Proven track record of delivering compliance, capital works, and strategic asset management programmes.
- Comfortable operating at senior leadership level and deputising for directors when required.
